I also attended on November 20th of 2025 the anti-money laundering boot camp with the University of Nevada in Las Vegas International Center for Game and Regulations. meetings during this period um i continue um with the commission and work on our 30th anniversary plans that was october 14th october 21st november 4th and november 12th um we met on october 14 of 2025 with us vi host and the caravel internet group concerning proposed amendments the internet gabin and internet gamina i also met with my fellow commissioners on october 16 of 2025 for the caraba casino and dv karina bay casino concerning the jackpot payout security procedures i participated in the interviews and final selection of a casino inspector two position 0:08:33 and we have successfully onboarded two new casino inspectors one and continue to work with my colleagues and council on the internet gaming and internet gambling after proposed amendments met on october 24th november 10th and december 4th participated in the staff performance evaluations and interviews that was a significant time spent on that as we um evaluated the staff performances and and heard from the staff their concerns october 27th november 12th november 13th november 19th november 21st and november 24 25. one of the pleasures during this reporting period was on um november 7 to 2025 when i had the pleasure to meet and meet judge susan maven who served as a keynote speaker at our 30th anniversary gallery events we had general staff meetings october 29th november 5th november 10th and november 26th and our um executive meetings when we made um major decisions of the commission that's where the executive meetings um 2025 of 2026 which was held on october 14th of 2025 an executive meeting number seven of 2025 held on december 8th of 2025 and of course um just for a quarter meeting held today on december 17th concerning my particular interests in responsible gaming and problem gambling due to the efforts of attorney vidal um attending a meeting of the massachusetts council on gaming and health institute for consumer health concerning a research proposal that they have presented to the commission to conduct a survey on the gambling attitudes and behaviors of the virgin islands populace and everything was held on december 8th of 2025 and definitely mr chair the highlight of this reporting period september 23rd to december 17th of 2025 was our 30th anniversary gallery events where i attended and had a spectacular time and i thank you so much for hosting my classic that's not the party and and that was a november 8th of 2025 and it was a great way to celebrate i think you say and honor our legacy and put us on the path for our future 0:10:28 and that mr chairman completes my reports thank you so much my vice chair um um no one to the chair's report which um and they're not we would not uh repeat some of the things that you said but you know didn't make comments nonetheless october 6 uh to the night 2025 we attended a g2e conference on australia i was accompanied by commissioner with the renee and senior casino inspector inside henry and casino inspector one of the week junior who by the way is no longer commission um october 14 as mentioned before we uh convened executive meeting on the 2025 uh we conducted interviews for um casino inspector one position we voted uh two uh cialc and uh cia uh who uh wanted to remain with the uh in the gaming industry and uh came over from being sorry and welcome to the team we uh held uh commissioners we think that's what we're going to have to do with the public evaluation 0:13:20 uh but we of course that's uh commission thank you my gentlemen you know for an angel wild guest uh for being there we certainly appreciate it uh you being able to join us uh for that uh historic events and we had a great time hope you all did okay um we were thrilled to be joined by uh our current and formerly elected officials former senators of the 21st legislature who supported the crca um um as mentioned the presence of agencies and other industry partners our keynote 0:15:13 Machine transcript · UNVERIFIED. We rose to the challenge, doing a great show, but we thank him, we thank our partner for the professional and wonderful job that she did in helping us to do that. uh we had to have confidentiality training uh we sent forth we met with gi to discuss the proposed amendments to the internet payment act uh to provide the commission's feedback as we move forward towards submitting a proposal to policy makers of course we had the executive everything on december 8th uh it was a big weekend of 2025 bmz 7. travel to puerto rico from the summer 9th through the 13th to attend the national council of legislatures from damning states better known as nickel jeez we went to meeting san juan puerto rico that was a wonderful uh seminar uh getting to interact with um uh the administrators and state representatives state senators and state representatives from from states that that uh that have on gambling and i really recommend that um consider uh continue to go to that and we need to encourage our um legislators to to attend it well and it was truly an informative informative conference uh while there i had the opportunity to meet with um miss marie honor as i just mentioned earlier one of the institutions council and being 0:16:42 and help to discuss that research project um that they have submitted to us thanks to the efforts of of attorney she uh sent me a follow-up email yesterday and i'm hoping that um we can meet again to further discuss them in part of the decision as we turn to the financial matters uh related activities uh we begin with the um commission uh the commission issued a total of 273 licenses i thank uh lco at all to and uh archives specialist this information to me for these uh this report the issue of 76 casino employee licenses casino employees statement of compliance for casino employees 89 Statement of Compliance for the City of Kingdom 4, H-4. H-4. we are also for the same period issued uh 2096 work permits 116 exemptions of licensure and 55 waivers from registration of license sure something could say we don't have any work today anyway um financial report on the vi ccc uh i have not uh reviewed our september financials as yet they were just recently submitted the september report is normally late because we have at the end of the month you know we have to capture trying to capture everything that we need to capture um uh before we submit to our accountant for preparation so it's usually late i didn't see them as yet so we're going to uh discuss the period from october 1st 24 through august 31st 2025. our revenues were for $1,989,842 versus $2,310,839 for the same period. Fiscal year 2024, difference of $220,997 less. This is your priority to a higher amount of license fees and uh uh agreements collected in the prior fiscal year versus the current fiscal year expenses thus far for the fiscal year being reported among two one million seven seven thousand nine hundred seven dollars for a net surplus of twenty fifty one thousand nine hundred 0:20:00 15 dollars for the same period fiscal year 2024 expenditures amounted to one million six hundred seven one thousand twenty six dollars within that surplus of six hundred thirty nine thousand five hundred ninety three dollars a difference of three hundred four thousand eighty seven thousand six hundred seventy eight dollars the commission's overall fiscal year 2025 budget projects revenues and expenditures in the amount of two million two hundred twenty thousand two hundred dollars for a balanced budget as we always note the major portions of the commission records revenues and expenditures come from uh the gvi's contribution for payroll and the fringe costs of the commission the commissioners and staff which for the past 11 months in the uh August the 1st 2025 amounted to $1,270,591 or 64% of revenues and 73% of expenditures uh it relates to the other accounts that the commission is responsible for the DGE Revolving Fund and the VI Alliance by Responsible Gaming For the period, for DGE, the period October 1st 2022, August 21st 2025, the development fund account had revenues of $44,884 in expenses of $40,600. 0:22:03 under four dollars for a net surplus of four thousand two hundred eighty dollars so we know the um dge revolving funnel they receive uh twenty percent of funds going into to the casino revolving funnel uh eighty percent of the main is retained by the by the commission with the same period the bi alliance for responsible gaming fund had revenues of 21 thousand five hundred fifty two dollars and expenses amounting to twenty four thousand eight hundred one dollars for net loss of three thousand twenty twenty forty nine dollars the greatest portion of those expenses fourteen thousand one of the sixteen dollars were to provide training for doh gambling addiction counselors and travel for a member of the doh team to to accompany the permission to the Niagara and the conference in June of 2025. We received an update on that training from the Department of Health and how it's going and some progress will be in May. Some? VI Update · usvipublicrecords.com · public record, no rights asserted (CC0 1.0) 3 of 7 Casino Control Commission (VICCC) · VICCC QUARTERLY MEETING & HEARING No 004 2025 121720 october 1st 2024 to september 30 to 25 uh amounted to 19 million 622 versus 18 million 527 000 for the same period last year that's an increase of one million one hundred sixty thousand nine hundred twenty nine dollars or roughly six percent thank you to see you guys and your dedicated pictures uh it goes in the river which starts at the rate of four percent which is straight into the casino revenue fund commission received 25 percent that was recently um adjusted downwards to 23 percent at the request of the commission uh as all contribution to provide additional resources to dge so that contribution now is reduced to 23 percent um and um hopefully with the additional resources to the dge you can get caught up you could hire the um personnel needed to speed up the processing on the investigation for license applications et cetera et cetera hopefully um and we're better than that and we are grateful to the um legislature to support it on the press um to reallocate um uh those um for the reallocation that will provide the dge with additional ten percent of the casino which they have never had okay um The remaining 75%, now 77%, would be catered to the support of other GBI agencies, including the DGE. uh employment stats the quality ended september 30 2025 both casinos reported a combined gross total payroll of two million seven in two thousand five dollars with a total account of 296 employees these amongst uh includes both the casinos and the affiliated hotels for the fiscal year today payroll uh amounted to ten million seven hundred thirty eight thousand one to sixty nine dollars the average head count of 302 employees total total taxes paid with risk per year dollars which is a direct contribution to the general fund of private virgin knowledge treasury For the spending on goods and services, the ICC reported for the quarter ended September 30, 2025, $4,883,742 versus $5,566,662 in the same period prior fiscal year. 0:26:58 that was a decrease of in 2021 dollars or 12 percent um but if it's clear today spending for other goods and services amongst the 21 million 770 dollars versus 21 million 994 thousand 256 dollars an overall decrease of 822 586 dollars or slightly less than four percent we want to certainly uh thank and commend uh over the overseas for their contributions to this gaming industry that will fall to um continuing growth according to treaty and therein therein if i end the uh chair's report moving on to the excuse me item number five of the agenda report of the division of gaming enforcement as mentioned earlier uh director david is not here today to present this report but we did submit a report it's going to be read into the record by mr chair the united states virgin islands department of justice office of the attorney general division of gaming enforcement to Gordon L. Rea, Attorney General, 0:29:06 Linda Smith, Executive Director of VICCC, Jennifer Springett, Executive Assistant to the Attorney General, from R. Oliver David Esquire, acting, I'm sorry, Attorney, Assistant Attorney General, Director of Gaming Enforcement, regarding DGE's performance reports for August 13th through November 26th, 2025, date November 28th, 2025. The following are some of DGE's accomplishment for the period August 13th through November 26th, 2025. 0:30:56 item one due diligence investigation the DGE completed due diligence investigation for the following categories of applicants a CHKE during that period DGE has conducted partial due diligence investigation of two CSE slash GR applicants and their three qualifiers and is in the process of conducting due diligence investigation of an additional two CSE slash GR applicants and their combined six qualifiers item number two closed investigations The DGE closed out its investigation of six applicants, i.e. applicants who were terminated or resigned prior to the DGE completing its investigation. 0:31:43 Three, opening of new files. The DGE process, 32 new license applications received four investigation to include C-E-C-H-K-E-C-H-E-C-K-E-and-C-S-E-slash-G-R. Four, complaints. DGE received two patron complaints from the VICCC and has filed two complaints with the VICCC, one against a casino licensee and one of its employees, and the other against a licensed applicant. The DGE is continuing to work on five patron complaints and is preparing for hearings regarding three complaints filed with the VICCC. Five, requests for technical assistance slash jackpot verification. The DGE staff responded to approximately 10 requests for technical assistance from both the DV Carina Bay and the Caravelle Casinos. DGE staff assisted the gaming technicians at the casinos in addressing technical problems with EGMs to have these machines returned to the gaming floor. Additionally, the DGE was called to verify one jackpot item number six training and conferences during the reference period both the both of dge staff attended training regarding egms and with bmm one of the premier gaming machine 0:32:50 testing laboratory in las vegas and one of the staff stayed on to attend the g2e annual gaming conference additionally one staff member attended a gaming technology conference gat in puerto rico in the month of october i was able to attend the international association of gaming regulators conference number seven funding for additional employees for the dge on november 10th 2025 governor bryant signed bill number 36-0119 into law which included inter alia a provision at reallocating the casino revenue fund providing for 10 percent of the monies placed in the fund to go to the department of justice slash dge specifically for the hiring of an additional staff for the dge it has been more than 15 years that i have been lobbying for the dge to receive a portion of the monies that go into that fund, and I am extremely happy that finally 0:34:55 Machine transcript · UNVERIFIED. Heartfelt thank you to each and everyone thank you very much to all agencies or industry partners your management staff for working with us throughout the year i need you to indulge me for a couple of minutes this may very well be my final meeting of the commission i was confirmed by the legislature of the virgin islands on december 14 2020 to a five-year term which technically ended this past sunday december 14 20 25. earlier this year i informed the honorable albert brian jr governor of the virgin islands that i was not interested in serving second term the time has come for me to move on to my third retirement i would be very hard press to have a fourth one believe me many of you know that i retired from 0:44:09 food general company after 30 years of service where i served as the senior vice president and chief financial officer in 2015 was appointed by governor kenneth map to serve as director of the virgin atmosphere of internal remedy position i held throughout government's chairman office following his loss in the subject of the election when governor brian did not retain me as director i retired once again in early june of 2020 governor brian reached out to me to ask me to consider serving as a member of the virgin alice casino control commission in the capacity of chair and ceo after much thought and discussion with my family informed the governor in mid-july 2020 of my interest following an extensive background investigation by the office of the attorney general my appointment was announced on october 7 of that year after that 0:46:02 Machine transcript · UNVERIFIED. And as I undertook the challenge of leading this agency, I promised myself that I would learn everything necessary to be successful in this role. 0:48:09 there were many challenges to overcome particularly the reputational damage caused issues to some extent we continue to address today however i firmly believe that my colleagues and our dedicated staff have made significant progress in restoring the public's trust throughout my tenure i have worked with four commissioners i have awarded two of them wonderful people to work with and we have i have also awarded two objective directors two legal councils two lcos we hired a casino inspector and hired first-time senior inspectors during the same time unfortunately we have to let people go whose values and expectations did not align with those of the commission working together we achieved many important accomplishments including instituting stringent financial reforms and guidelines to improve reporting and transparency resulting in unqualified financial audits for fiscal years 2021 and 2022 with 2023 expected to be no different based on my review of the 2023 graph report we developed and implemented policies that guide in many aspects of the commission's work instituting mandatory code of ethics training, expanded job-related training and educational opportunities for our staff, and we mended the previously fractured relationship between the Commission and the Division of Claiming and Enforcement. 0:49:44 Today, just a few.
