not singular in our conception

the

affairs
should

handled

the
prosperity

of three

this task.

expert
would
be
required
to be

in
trade,
manufaciuring,
ship-
ping
and
transportation,
the
second

would
be
expert}in
the various
ramifica-

tions of agricalture,
stoek
raising,
tnark-

eting
and
ailied
subjeets.
The
third
-
would
be
qualified
to
advise
in
ques-

tions
pertaining
.to
lahor.
vocational
training,
cconomic
quesiions
and
similar
matters.

bill
to
develop
the
agricultural

sourcesof the
islands
as
well
as
