ORDER



WHEREAS, on October 9, 2015, the Virgin Islands Waste Management Authority’s

(hereinafter “Authority” or “WMA”) submitted an Application for Solid Waste Tipping Fees to

the Virgin Islands Public Services Commission (“hereinafter “PSC” or “Commission”); and



WHEREAS, WMA’s Application requests that the Commission approve fees to be

levied against solid waste collection haulers and other customers disposing of certain quantities

and types of waste at the Territory’s waste processing and disposal facilities; and



WHEREAS, on October 27, 2015, the Commission held a Special Meeting in both its

offices on St. Thomas and St. Croix, United States Virgin Islands; and



WHEREAS, WMA and the Commission’s staff provided testimony before the

Commission; and



WHEREAS, on upon review and deliberation, the Commission voted to appoint both

Attorney Lorin M. Kleeger as Hearing Examiner and Mr. Avery Williams, as Technical



Consultant, to preside over the proceedings for Docket 650, the Authority’s Application for

Special Solid Waste Tipping Fees; and



NOW THEREFORE, the Commission hereby appoints Attorney Lorin M. Kleeger as

the Hearing Examiner and Mr. Avery Williams as Technical Consultant in Docket 650.
