steadily,
and
uring
the
past
six
months
has
increased
at
least
60%.
This is good
business,
and
it
is
appre-
ciated.
However,
recent
experience
in-
dicates
that there
is
developing
consid-
erable laxity
in the redemption
of
C. 0.
D.
parcels,
due
no
doubt
to
the
fact
that patrons of
this
service
have
gain-
ed
the
understanding
that
they
have
30 days in which
to
claim such
mail, and
that it will be returned
to sender
gat
the
expiration of
30 days
witnout
any
obli
gation or expense
attaching
to
the
ad
dressee.
To import goods,
have the send-
ers
prepay
postage
and
€.
0.-D.
fee,
and
eventually
fail
to
redeem
such
impoytations,
necessitating
the
coliection
of return-postage
from
senders,
and
im
posing needless
labor on
the
postal
ser-
vice in handling
and
re-handling of such
matter,
is obviously
to take
an undue
ad-
vantage of the privileges
offered by
the
C. O.
D.
service,
and
it
is
desired
to
bring this sitnation
strongly
to -the
no-
tice of those
concerned
that
the .unde'-
sirable practice
may
be
corrected
imme-
diately.
At
the
same
time
all
patrons
of the
C. O. D.
service
are advised that
only in
cases
where
senders
do
not
restrict delivery
toa
fewer
number
of
days will C.
O.
D.
parcels
be
held

days at office of delivery.
When
send-
ers fix a certain time-limit,
not less than
3 nor more
than 30 days,
C.
O. D.
mat-
ter will be
treated
accordingly.
It

not understood
why merchandise
would
be
imported
if not wanted,

is

hoped

delinquents
