Re: Invitation to Testify – Oversight Hearing on the Paul E. Joseph Stadium Project 
Dear Commissioner Gabriel, 
As Chair of the Committee on Culture, Youth, Aging, Sports, and Parks, I respectfully invite you to testify at 
an oversight hearing scheduled for Wednesday, November 19, 2025, at 1:00 PM, at the Frits E. Lawaetz 
Legislative Chamber on St. Croix. 
This hearing will revisit the current status of the Paul E. Joseph Stadium project, with a focus on construction 
progress, agency coordination, and the feasibility of achieving the pledged December 2025 completion deadline. 
Given the Department of Public Works critical role in infrastructure management and interagency coordination, 
your testimony is requested to: 
• 
Provide an updated timeline of construction progress since the Committee’s last review in July 
• 
Identify any delays, missed milestones, or change orders affecting project delivery 
• 
Clarify DPW’s coordination efforts with contractors and partner agencies 
Please submit your written testimony and any supplemental reports or schedules no later than Monday, 
November 17, 2025, to allow for proper review and inclusion in the official hearing record.
