Question: Can you explain the background that has necessitated the GVI to reissue this 
RFP? 
  
Answer: The RFP was awarded and later rescinded.     
 
Question: The RFP has a very short time for responses (two weeks). Can you explain the 
reason for the short turn-around for development of proposals?    
 
Answers: The shortened timeframe is due to federal funding stipulations and the 
deadlines associated with the use of project funds; therefore it was in the best
