REZONING FOR PARCELS 31-B, 32-B, 34-CA, 34-CAA, AND 34-CB STRAND STREET, 
CHRISTIANSTED, ST. CROIX, UNITED STATES VIRGIN ISLANDS   
Dear Senate President Potter, 
 
Highest Potential Design, LLC (HPD), on behalf of Centerline Car Rentals, LLC, is seeking to rezone 
Parcels 31-B, 32-B, 34-CA, 34-CAA, and 34-CB Strand Street, Christiansted, St. Croix, U.S. Virgin 
Islands. All of the parcels are owned by Centerline Car Rentals, LLC. We are seeking to rezone the 
properties from R-3, Residential - Medium Density to B-2, Business  Secondary/Neighborhood. The 
entire property area between the five parcels is 37,800 square feet or 0.87 acres. 
 
The purpose to seek rezoning is so the existing properties will be in compliance with the Virgin Islands 
Zoning Law. All of the existing properties are presently compliant with Zoning Code only as an accessory 
use to the Hotel Caravelle nearby. It is the desire of the Owners that the properties be properly zoned in 
order to be independent of another entity. The properties are surrounded by properties that are zoned B-
1, Business  Central Business District on the East and South, and R-3, Residential  Medium Density, 
on the West and North. The proposed zoning designation will be representative of the changing needs of 
the town of Christiansted, expanding the business district, while leaving the opportunity for continued 
residential development. It will provide a necessary secondary/neighborhood transition between the 
central business district to the East and the medium density residential developments to the West.
