DPNR REGULATORY OVERSIGHT OF THE DEVELOPMENT OF THE PAUL E. 
JOSEPH STADIUM 
 
Dear Senator Bolques, 
 
The Department of Planning and Natural Resources (DPNR) is in receipt of your invitation 
dated October 16, 2025, to testify on November 19, 2025 to provide an update on our 
regulatory oversight of the Paul E. Joseph Stadium Project.  Apologies in advance, but I will be 
unable to attend the hearing.   
 
Since the date of your last hearing on said matter July 18, 2025, there has been no new 
information to report on from DPNR oversight responsibilities.  DPNR staff has conducted a 
few routine inspections at the site during our routine patrols of the area; however, no 
inspections have been requested by the Contractor, nor have any plans been submitted for 
review and approval by the Department.  I refer you to my previous testimony dated July 14, 
2025, where we outlined DPNR’s role in the development in detail (copy attached).
