A BILL 
To provide for no net increase in the total acreage of Federal 
land in the Virgin Islands National Park on St. John, 
United States Virgin Islands. 
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. NO NET INCREASE OF FEDERAL LAND IN THE 
3
VIRGIN ISLANDS NATIONAL PARK ON ST. 
4
JOHN.

(a) IN GENERAL.—Notwithstanding any other provi-
6
sion of law, the Secretary may not acquire any land that 
7
would increase the total acreage of Federal land in the 
8
Park, except as provided in this Act.

(b) REQUIRED LAND CONVEYANCES.—If the Sec-
1
retary takes into Federal ownership non-Federal land that 
2
results in an increase of the total acreage of Federal land 
3
in the Park, the Secretary shall convey out of Federal 
4
ownership at least an equal acreage of Federal land in 
5
the Park, via sale, exchange, or donation. 
6
(c) SALE OF LAND.— 
7
(1) IN GENERAL.—Federal land sold pursuant 
8
to subsection (b) shall be offered for sale— 
9
(A) not later than 1 year after the Sec-
10
retary takes into Federal ownership non-Fed-
11
eral land that results in an increase of the total 
12
acreage of Federal land in the Park; 
13
(B) subject to valid existing rights; 
14
(C) except as provided in subparagraph 
15
(D), at fair market value (based on local com-
16
parable sales); and 
17
(D) at a price that is reduced by 10 per-
18
cent each month that the Federal land is not 
19
sold or under contract to be sold by the date 
20
that is 6 months after the Federal land was 
21
first offered for sale.

(2) PRICE REDUCTION.—Time periods during 
23
which Federal land is under contract for sale or 
24
withdrawn from the market shall not be counted for

the purposes of price reduction under paragraph 
1
(1)(D).

(d) LAND EXCHANGE VALUES.—If the value of the 
3
Federal land that is part of a land exchange pursuant to 
4
subsection (b) is less than the value of the non-Federal 
5
land for which it is exchanged, the value of the exchanged 
6
lands shall be equalized by a cash payment. 
7
(e) DEFINITIONS.—In this section— 
8
(1) the term ‘‘Park’’ means the Virgin Islands 
9
National Park on St. John, United States Virgin Is-
10
lands; and 
11
(2) the term ‘‘Secretary’’ means the Secretary 
12
of the Interior.
