IN THE MUNI-
CIPALITY OF ST. CROIX, AND FOR
OTHER
PURPOSES.
Be
it
enacted
by
the
Colonial
Council for
St.
Croix
in Session
assembled.:
1.
The
Governor
of the Virgin Islands
is hereby
authorized
and empowered
to
appoint
a
Commission
to tix and
regulate
the
selling prices
for
1:i-
--cles of food
sold in St. Croix,
and
'o
carry
out
the
powers
and
dutles
hereinafter
set forth.
2.
The said “ommission
shall be knon
as
the
‘“‘Food Commission
of
-st.
Croix’’.
The
members
of
whizh
shall be residents
of St.
Croix.
Ilhe
Governor shall
name the Chairman
of
the
Commission.
The
members
of
the
KFood
Commission
shall
be
ap-
|
pointed for
a period of one year
and
|
shall
continue
in
office
thereatier
until
their successors
are
apvointed
|
and
qualified.
3.
The
Food
Commission
shali
have
power
to
investigate
the
prices
at
whiech all articles
of food
are sold
or
purchased
by importers,
merchans,
dealers,
producers,
manufacturers,
or
consumers,
and
for that
purpc;e
the books
of all such
shall
be open
to
inspection
by
the
Food
Commissic
1,
and,
if necessary,
it
may
issue
suDd-
~
poenas
for
the
atiendance
of
wit-
nesses
or for the production
of books
or other documents,
and it shall have
the
power
to
take
testimony
unacer
oath.
1.
It shall
have
the power
to determine
the
prices
and
quantities
at
whih
all
or
any
article
of food
may
be
sold by wholesalers, retailers,
produ -
ers
or
manufacturers,
provided
however,
a
reasonable
margin
of
|
profit
shall
be
allowed.
It
sh.ll
also
have
the
power
to
restrict
the
exportation
of ali locally produced

manufacturec
articles
of
food.
To
the
extent
of
the
amount
required
for
loc)l consumption;
provided
the
vrices fixed for local sale
of
a locally
»roduced
or
manufactured - article
of
food
shall
not
be

the

5.
It shall
have
the
power
to
test
all
weights,
scales
and
measures
and
to
fix standards
thereof.
6.
It
shall have
the
power
to
make
all
rules
and
regulations
necessary
to
efficiently earrv
out the rowers
here-
in granted.
7.
Any person
who shall refuse
to appear
hefore
the
Food Commission,
when
summoned,
or who shall refuge
to tes-
tify, or shall testify falsely,
or
shall
fail t~ produce
books
or docunents
re-
guired or shall sell any article of food
in
a
larger
quartity
or at
a higher
price
than
prescribed
by
the
Food
“‘ommission,
or
shall
use
a weight,
measure
or
scale
vrohibited by the
I'ood
Commission,
or
shall
violate
any
rule
or regulation
promulgated
by
the
Food
Commission,
shall
be
euilty of a misdemeanour
and
on
con-
vietion
thereof
shall be punished
by
fine
of nnt
to exeeed Franes
1,000:00
or by imprisonment
not to exceed
six
thonths
or by both such
fine and
im-
prisonment
bv
the
diseretion
of the
Court.
3.
All prosecutions

shall
be
by
information
f.led by the Government
Attorney
in
the Ordinary Town
Court.
