Soe ORDER WHEREAS, on October 9, 2015, the Virgin Islands Waste Management Authority’s (hereinafter “Authority” or “WMA”) submitted an Application for Solid Waste Tipping Fees to the Virgin Islands Public Services Commission (hereinafter “PSC” or “Commission”); and WHEREAS, WMA’s Application requested that the Commission approve fees to be levied against solid waste collection haulers and other customers disposing of certain quantities and types of waste at the Territory’s waste processing and disposal facilities; and WHEREAS, on October 27, 2015, the Commission held a Special Meeting in both its offices on St. Thomas and St. Croix, United States Virgin Islands and appointed both Attorney Lorin M. Kleeger as Hearing Examiner and Mr. Avery Williams, as Technical Consultant; and WHEREAS, on January 25, 2016, Hearing Examiner Lorin Kleeger issued a Notice Inviting Public Comment and setting forth a schedule of public hearings on the proposed tipping fees; and WHEREAS, hearings were held on each of the three major islands on February 16 through 18, 2016, and both members of the public, WMA and PSC staff provided testimony and comments; and WHEREAS, on April 19, 2016, the Commission held a Special Meeting in both its offices on St. Thomas and St. Croix, United States Virgin Islands; and WHEREAS, at a duly notice meeting of the Public Services Commission, the hearing examiner presented his report, and WMA’s and the Commission’s staff provided testimony before the Commission; and Y,
