Authorized the Executive Director to grant 
Tropical Shipping and Construction, Ltd. and 
Crowley Caribbean Services LLC a long-term 
lease in exchange for both tenants’ significant 
financial investment in the Crown Bay Cargo 
Facility and the Wilfred “Bomba” Allick Port and 
Transshipment Center.  The Executive Director 
will issue assurance letters stating same to both 
companies today.
