DPW’s 2024 Year in Review is dedicated to the late Peggy Franco, a longtime employee who we lost this year but who exemplified all the department represents. 2024 saw the advent of projects on all three islands, such as head starts, libraries, government buildings and facilities, bridges, and roads. With 2025 rapidly approaching, we are looking forward to keeping the positive momentum moving. Throughout the year, our department has made significant strides in this regard with repairs made to major thoroughfares such as segments of Queen Mary Highway on St. Croix, and FEMA-funded projects in the areas of Fortuna/Bordeaux, Estate Nazareth, Bolongo, Coral Bay, and Cruz Bay of the St. Thomas/St. John District. 4 MAJOR ROAD PROJECTS Downtown Christiansted Road Project - Phase 1 completed. Phase 2 nearing completion. Melvin Evans Highway (MEH) Segment 2 (Final Segment) - Nearing completion. Clifton Hill Connector Road Project, now including lighting the entire MEH - In progress. Queen Mary Highway Bridge - Completed. Altona Lagoon Bridge - Completed. East Airport Road Bridge - Completion scheduled for Jan. 2025 Route 669 Bridge (near Dept. of Agriculture) - In progress. Drainage Improvements Melvin Evans First Avenue Kronprindsens Gade Clifton Hill 5 TRANSPORTATION The Division of Transportation has been a significant focus in the past twelve months. In Fall 2023, we executed a contract to design, fabricate, and deliver a new 300-passenger ferry for the St. Thomas - St. John route. We are currently soliciting a ferry boat operator for the new ferry, appropriately named the “Spirit of 1733.” The deadline to submit a proposal is December 30, 2024. 6 In fiscal year 2024 VITRAN served 218,446 fixed-route and Paratransit riders. Of that, 44,240 rides were free, which amounts to approximately 20.3 percent of our ridership. The department increased rates on June 1, 2024, to help cover operational costs. Fixed-route service was increased to $2, and Paratransit service to $4. Paratransit ridership is high, and most daily trips include rides to medical visits, personal care visits, and work. The department saw that global economic factors such as logistics, supply chain issues, and the pandemic adversely impacted all VITRAN services. As an aside, the department is under contract, utilizing federal funds, for seven new medium-duty buses and has an amendment for two additional buses. We expect to acquire 12 new ADA Paratransit vans during this fiscal year. Also, DPW acquired two new electric paratransit vans in 2024. 7 The department is upgrading public cemeteries territory- wide. On St. Croix, a new veteran’s crypt is about 75% completed. The cost for this segment of the project is $468,820.50. On St. Thomas, the department is building a veteran crypt, a columbarium, and a crypt for the general public. This portion of the project is 90% completed and costs $666,838. The Western Cemetery Wall Project on St. Thomas began construction on Dec. 4, 2024. This new project focuses on building a perimeter wall around Western Cemetery No. 3, signage, repairs, and landscaping. 8 CEMETERY PROJECTS CEMETERY DIGITIZATION Using the iWorQ management system, we began digitizing our burial records in 2023. As of December 11, 2024, 8600 cemetery records were uploaded in iWorQ. This year, there were 317 burials in the St. Thomas/St. John District and 292 on St. Croix. Our cemeteries are of paramount importance. Working with local and national partners, we are crafting a strong Territorial Cemetery Enhancement Plan aimed at revitalizing our cemeteries and preserving our burial records for future generations. 9 STATS CAPITAL IMPROVEMENT PROJECTS The Engineering and Capital Improvement Projects (CIP) Divisions are currently managing over 100 projects territory-wide.
