years,

would
be asking
too much
to
ask the
United States
by
a stroke
of the
pen
to [grant
citizenship
to
the
people
of
these
islands.
As
to
civil
govern-
ent
I
wish
some
of
the
eloquent
speakers
would
enlighten
me
as
the
meaning
of
civil
government.
