THOMAS, V.1. 00801 VOLUME III, NUMBER 2 JUNE 1979 Administration Dr. Clifton E. Marsh of Los Angeles, California became assistant director of the Institute in June. He had been assistant professor at Trenton State College in New Jersey. Dr. Marsh received his Ph.D. in sociology from Syracuse University. His dissertation, From Black Muslims to Muslims: The Transition from Separatism to Islam, 1930-1979, will be published by Greenwood Press, Westport, Connecticut in the summer of 1980. In May Herbert E. Lockhart of St. Thomas began work on a part-time basis as research assistant in the Water Resources Research Center (WRRC). He formerly held the position of manager at Donoe Water Company. Lockhart has a B.S. in biochemistry from Milton College in Milton, Wisconsin and an A.A. in computer science from Computer Institute in Boston. Institute Director Dr. Norwell Harrigan will begin a year of sabbatical leave on July 1, when he will conduct research in England. He will visit the Far East during August and is particularly interested in studying Hong Kong as an island state. Dr. Harrigan will serve as a visiting research fellow at the Center for International Studies at the University of Pittsburgh during the fall semester. In addition, the director expects to visit other institutions as a lecturer. Two terms in 1980 will be spent at Oxford University, where he will work on aspects of British Virgin Islands history. r —a on ee =4= Outreach Activities CRI's Spring Conference was held on the ft. Thomas campus of CVI from April 18-21. "The Politico-Economic Development of Microstates" was the theme. Eleven economic and -political science professionals addressed the conference, representing Johns Hopkins University, the University of the West Indies (Trinidad and Jamaica campuses) and CVI. In addition, several private consultants lent their expertise to the sessions, among them Dr. Bernard Paiewonsky, a native Virgin Islander. Drs. Harrigan, Jones-Hendrickson and McElroy presented papers on various aspects of Microstate development. Upon request from the British Virgin Islands Government, Dr. Harrigan is serving on a three- man commission to review Civil Service salaries and conditions of service in the Territory. The review team has been at work since May and expects to be finished in July. Dr. Jones-—Hendrickson had four public speaking engagements during the spring quarter. "The Church and Economic Self-sufficiency in the Caribbean" was presented on April 1 at St. Luke's Episcopal Church in St. Thomas. He also delivered a keynote address to 100 selected high school seniors. "Preparing for the World of Work" was the topic he chose for this Fourth Annual Vocational’ Education Personnel Development Seminar, which was held at Grapetree Bay Hotel on St. Croix in May, sponsored by the VI Advis- ory Council for Vocational Education. The Multi-Services Center on St. John was the setting in June for a meeting of the St. John branch of the VI Community Action Agency. The SRC coordi- nator presented "Planning and Development in Microstate Economies: The Case of St. John, USVI." The same week he traveled to Tortola to address a public meeting at the Extra-Mural Centre of the University of the West Indies. His topic was "Governments in Emerging Societies: An Economic Perspective." On June 22 Dr. Harrigan took part in a one-day seminar in Roadtown, Tortola sponsored by the Civil Service Association. The seminar, on the theme of "Microstates: Social, Economic and Political Perspectives," was conducted by the Institute for International Relatio.us at the University of the West Indies in Trinidad, directed by Dr. Basil Ince. PUBLICATIONS Two monographs by CRI staff are being published by the University of Florida Press. Dr. McElroy and Joseph E. Caines of the VI Department of _ Commerce collaborated on "Consumer Expenditure Patterns: A Survey of St. Thomas, USVI, 1975-76." Dr. Harrigan authored a report entitled "The Inter- Virgin Islands Conference: The Study of a Microstate International Organi- zation."' The monographs will be available for distribution in 1980.
