er that it is bad policy to have

Judge
and
Director
of
Police
as
one
person.
Now we have
more
money
at
our
dispo-
salIhink it would
be
best
to have
the,
two offices separated.
In my opinion *he
Judge
should
have nothing to do with the
Executive
or any other
administrative
or
legislative husiness.

As regards
having
a
Government
At-
torney, I must
say
that
it is an enormcus
expense
we are going into, I may
be
mris-
taken, butIeannot
see
what work
that
officer will have
to occupy
his
time;
we
have
had public [suits
here,
say
twerty
in one
year
for both
towns,
but
of li.te
it
has
been
considerably
reducecd;
tais
year I don’t think we have
had six crim-
inal
cases,
and it is
expacted
to be
less.
Besides
the prosecuting
of criminal
cases
his duty is to give the Government
leval
oninion
on
matters
forwarded
to
him,
but even
with this, I
do not
see
how ais
time wi:l be occupied.
I do not
see
why the Director
of Police
could
not also
act
as Government
Attor-
ney.
In
this
little
community
fcur
thousand
dollars
per year
is a big
item,
and I am
sure
that the expenses
will be
higher
than
the
estimate.
OFf
course
it
is left with the
proponent
of
the
drait
to say whether
it is
feasable
or not,
lut
I, for my part,
cannot
see why
one
man
cannot
be
used for both
offices.
1t is all
right to
say that
(lon ress
will apyprepri-
ate
money
for these
islands.
but even
if
we
get

appropriation,
and
Cor gress
has been
very
liberval hitherto,
the
myre
economical
we
are
the
more will be
left
for our essential
purposes,
for
ins
ance,
in
the repairing of
the roads
which
are
in
a scandalous
state.
The
use

intended

not
know
whether

will be made
in the laws,
but

suming there will be changes,

ment
Attorney
acting

that capaciiy-

will be able
to handle
cases

effectively
than
if
he
were
connected
with some
other office.
