To vote for an individual candidate, press the button opposite the name of the candidate. If you want to change your vote, depress the button next to the candidate's name.
To write in a candidate for an office, press the Write-In button underneath the office, then press the flashing red light by the write-in window. 
The window will open by itself. Write in the name of the candidate(s). Then gently pull the write-in shutter down.

Four delegates shall be elected at large by the qualified voters of the Virgin Islands from the Virgin 
Islands as a whole; of the four, two shall be residents of the district of St Croix, and two shall be 
residents of the district of St. Thomas - St. John.

Thirteen delegates shall be elected from the district of St. Thomas - St. John, who shall be residents of either St. Thomas or St. John, provided that
