GOVERNMENT OF THE VIRGIN ISLANDS OF THE UNITED STATES Public Services Commission IN RE: INVESTIGATION OF VITELCO ) Docket No. 628 DEPRECIATION SCHEDULE _) Order No. 41/2014 ) ORDER WHEREAS, the most recent rate case for VITELCO d/b/a Innovative Telephone was Docket 578; and WHEREAS, in that Docket Innovative Telephone was directed to file for a new depreciation schedule and advised that it would not be able to rely on the existing depreciation schedule for any new rate proceedings; and WHEREAS, in December 2009, Innovative Telephone filed a depreciation study with the Commission, which then opened Docket 598 (now renumbered as Docket 628); and WHEREAS, as the technical consultants to the Commission, Georgetown Consulting Group issued discovery requests regarding the depreciation study; and WHEREAS, in September 2012, Innovative Telephone requested suspension of the depreciation investigation and closure of Docket 598; and WHEREAS, in 2010 the Commission approved a Transfer of Control Agreement for Innovative Telephone and Innovative Cable, which provided for a four year rate freeze; and WHEREAS, that four year rate freeze has now expired and prior to the initiation of a new rate case a new depreciation schedule is essential to have accurate and consistent financial information; and WHEREAS, on June 23, 2014, the Commission met in regular session at its both offices on St. Croix and St. Thomas; and WHEREAS, upon review and deliberation the Commission voted to reopen the Investigation of VITELCO Depreciation Schedule as Docket 628 and appoint Attorney Lorin M. Kleeger as Hearing Examiner to preside over the proceedings in Docket 628; and NOW THEREFORE, the Commission finds and ORDERS that: 1, The Investigation of VITELCO Depreciation Schedule be reopened as Docket 628.
