INSPECTOR GENERAL Fax: (340) 774-6431 STT (340) 773-2501 STX 2022 BUDGET PRESENTATION Good afternoon Senator Vialet, Chairman of the Committee on Finance, other members of the committee, other senators, ladies and gentlemen present, and in the viewing and listening audience. My name is Steven van Beverhoudt, the Virgin Islands Inspector General. With me is Ms. Delia Thomas, the Deputy Virgin Islands Inspector General. We are here today to discuss the budget request for the Office of the Virgin Islands Inspector General. With your indulgence and understanding, I would like to make a brief statement and then turn the budget presentation over to Ms. Thomas. The year 2020 has been the most traumatic period of my life. It started with my surgery and medical condition in later 2019 through the first few months of 2020, then the loss of my dear sister-in-law of 46 years in July, culminating with the most bizarre events of November 18, 2020. On that day, my youngest son, Mark, left this world to be in the presence of the Lord. The word “devastated” does not even come close to describing the experience. A large part of me died on that dreadful day in November. 2 I would like to make a brief comment about Mark. He was a loving and giving son, brother, husband, father, coworker, and friend to the many people who have had the privilege of knowing him. The circumstances of his death go beyond our human comprehension. He died as he lived, giving for others, eventually giving his life so others could live. I want to thank the many people for the outpouring of love and prayers that have been expressed to me and my family, and I ask that you continue to keep us in your prayers as we continue our earthly journey. Over the last several months I have prayed and meditated on my future direction, and although I have a little over 2 years remaining in my term, I have decided, with God’s blessing and guidance to switch my focus to my family for whatever time I have remaining on my journey to our heavenly home. In November, God willing, I will be celebrating my 43rd year of service to the people of the Virgin Islands, seven with the Virgin Islands Bureau of Internal Revenue and 36 with the Office of the Virgin Islands Inspector General, almost 33 years as the Virgin Islands Inspector General. I have had the honor of being the first Virgin Islands Inspector General, having been appointed by 5 governors, and serving under 6 administrations. It is my intention, again God willing, to retire from Government service effective at the close of business on November 30, 2021. I 3 hope that during my 43 years of service I have been able to contribute some in helping to make the Virgin Islands Government a little more accountable to the people of the territory. I want to thank the many people who have played a role in making my years of service a rewarding and memorable experience. I wish nothing but God’s blessing and grace to all and may God bless and protect the people of the Virgin Islands. Thank you, and now I would like to turn the budget presentation over to Ms. Thomas.
