Qensiderable
dissatisfaction
appears
to
he occasioned
by certain
requirements
of
the sanitary
regulations,
and
especially
|
as
a result of methods
employed
to
urge
|
compliance
with some
of the
rules.
It is

complaining

and they represent
a case
of being called

upon
to erect
wire closures
at
all
open-
ings in apartments
used
for
bread
mak-
|
ing, under penalty of confiscation
of their

business.
in this connection
it is
recall-
.
~
ed that at the dllustrated
lecture
of
the
Sanitation
Service
in
the
barracks
last
-
week,
the speaker
in his interesting
ana-
~
tomical
observations
~on
the
housefly
-
showed
the
desirableness
of exciuding
flies
from
places
where
bread
is made,
-
and in order
to fully
encourage
popular
~attention
to this feature,
he
advised
the
people
te buy bread
only from those
who
|
were observing
the
precaat
on
of
shut-
'
ting out flies by means
of wire
sereens—-
.
in
which
way those others
who
did
not
~adopt
such sanitary
measures
would
be
.
ostracised
and thus forced
to follow
the
'
example.
The
sanitary
regulations,
as
~
drafted,
have
not
yet
passed
the
Colo-
.
nial Council and,
therefore,
have
not be-
.
come law, and the remarks
above
refer-
-
red
to
indicate
that
the
officers of the
;
Sanitation
Service
are fully cognizant of
. this,
so that while
advising
and
urging
|
general co-operation
in the
carrying
out
|
of schemes
for the betterment
of the pub-
|
lic health they recognize
the rights
of the
people in this matter.
We should
say
that
the Department
has
our fullest support
in
all it is doing to improve the sanita~y
con-
dition on this island;
and
within
reason
and with due
consideration
for laws
ana
personal
righis we are ready
to boost
auy
movement
it may
launch
for the
public
good, but
we are
not in favor of
threat-
ening people unjustifiably,
and intimidat-
ing them
into doing things
under
pretext
of
law when
no law exists.
As
regards
the question
of installing wire screens
in
bakeries,
we fully endorse
the idea
and
hope
that
those
concerned
will find
it
possible
to adopt
it, in such
away
that
in
the
near
future it
will be
in
general
operation;
but it is brought
to the
norice
of the heads
of the
Sanitary
Department
that
the
complaints
around
appear
to
warrant
attention
to
the
alleged
over-
stepping
ol
authority
by
those
coming
into
immediate
contact
with the
people,
with-whom
we
know
from
experience
tact
will accomplish
a great
deal,
which
in this instance
could redound
only to the
cre’ it of the
Department
and
success
of
its efforts
After
writing
the
above,
it has
come
to
our
knowiedge
that
officers
of
the
Sanitary
Department
inspected
privies
in this town and
where
the
doors
were
found
locked
gave orders
to
unlock
and
keep thers
open
at all
times.
There
are
ebvious
reasons
why
privies
should
not
be
accessible
tc¢
undesirables
who
can
make
use «f them if the
doors
are
kept
open,
and
this order
seems
therefore
too
absuid
to be credibie.
No
one
ils
going
to
have
the
privy
made
a
medium
of
spreading
contagious
disease
if it can
be
helped,
and it does
not strike
us
as
sensi
ble either
to
issue
or
observe
sien
ao
order
as
that referred
to.
We are giving space
in this
issue
to
a
communication
from
Mr. Tutein
on
the
fish
question.
As
we
have
said
on
a
previous
occasion
on
this
same
subject,
Mr. Tutein
has bad
a long
and
probably
varied experience
in the fishing business,
and
we
believe
he
is
actuated
by
con-
scientious
motives.
The
question,
how-
ever,
must
stand
or
fall
on
its
own
. merits,
and
in assuring
the
public
that
the columns
of this paper
are
open
to
a
free discussion
of the
same,
_provided
it
is confined
to the subject
itseft, and offers
such
information and suggestion
as
may
prove
of
benefit,
we
withhold
further
comment
until the
views
of
those
most
closely concerned
have
been
heard.
