An Act appropriating the sum of $3,000,000 from the General Fund of the Treasury of the 
Government of the Virgin Islands to the Department of Human Services to pay providers and 
vendors that participate in the Medicaid program and for other related purposes 
 
 
 
PROPOSED BY: 
 
 
Senator Novelle E. Francis, Jr., by Request of the Governor 
WHEREAS, there are several unpaid essential providers and vendors that provided

critical services to an underserved population who participates in the Medicaid program; and 
2 
WHEREAS, many Medicaid providers and vendors have ceased offering services and 
3 
products; and 
4 
WHEREAS, the Medicaid program needs a supplemental appropriation of $3,000,000;

Now, Therefore, 
6 
Be it enacted by the Legislature of the Virgin Islands:

SECTION 1.  (a) The sum of $3,000,000 is appropriated from any available funds in the 
8 
General Fund of the Treasury of the Government of the Virgin Islands, in the fiscal year ending 
9 
September 30, 2024, to the Virgin Islands Department of Human Services to pay providers and 
10 
vendors that participate in the Medicaid program.

(b) 
The Office of Management and Budget shall disburse the sum authorized in 
12 
subsection (a) to the Department of Human Services for the purposes in subsection (a).

BILL SUMMARY 
1 
This bill appropriates 3,000,000 from the General Fund in the fiscal year ending 
2 
September 30, 2024, to cover underfunded Medicaid expenses.
