The
New
Sapitary
Laws are
not passed
yet,
so
[
presume
that the
Sanitary
Commisssion
is
working
under
the
old
Sanitary
Laws.
I do not know if it is absolutely
neces-
sary
to carry
on the sanitary
work to the
extent
that it is being
carried
on;
they
seem
to be
expending
a lot
of
money;
but
one thing I do know is, that the
de-
partment
is operating
in
one
of
the
healthies:
spnt
on God’s foot stool.
I con-
sider it right to enforce proper and
neces-
sary sanitary
measures,
but
it should
be
done
in an economical
way
and
not
dis-
tress
poor people
unnecessarily.

The complaints
spoken
of by
the
Hon-
erable
Ist
Member
for
Christiansted
Country Distrief, I also
have heard
com-
plaints of a like nature
at
the other
end
of tre island.
A complaint
was made
to
me
by
a seeond
party of
a poor
woman
in Frederiksted
xgho owns
a small
l'ouse
and
lot which she
was rerting for
eight
dollars
and
it cost
her
forty
dollars
to
comrly
with
the
sanitary
department
demands
to fix the closet
on
the
proper-
ty
I had
an experience
with
my wife’s
property
here
in
town,
No.

Street,
after
complying
with
Dr.
Ry
deen’s instructions
in screening
the clos-
et
with wire
ete.,
&
weiz
requested
by
his
successor
to add
a
flue which
seemed
to
me
to
be
an
unnecessary
cxpense,
and
no doubt
would
be
objectionable
to
the neighbours
in rhe
next
vard.
I
would

to

by
what
authority
fruit and
vegetables
are
for-
bidden
to be sold
on the road
in the
coun-
try,
and
at
the
houses
in
town?
My
sellers
have complained
that they
have
been
put
to
considerahle;
inconvenience
by sanitary
officers in this
town! and
one
seller
claimed
that he
was selling
'ruit to
a woman
at
Beestin
Hill, when
a police-
man
came along
and
told
him
that
he
was
breaking
the
law,
as
the
Govern-
ment
had given
orders
that
no selling
should
be allowed
on the country
roads.
I don’t believe that the Government
ever
gave
any
such
order.
Itis
a well known
fact
that
in
New
York
and
Brookiyn,
and
as
far as 1l koow,
in
every
state
vendors
of fruils
and
vegetables,
fish.
meat,
and
ice, sell
their
¢oods
throua'?
the
streets,
on
the
public
roads
and
1o
the
houses.
Then
why
in
the nam.
of
ccmmon
sense
should
we
in
this
little
island
be
prevefted
irom
selling
our
foodstuffs in a eart or wagon

the
country

consumers

to get that way?

The Sanitary Department
is
also active
in
the country
districts,

We are pretty heaithy
on the
north-side,
we are having a good drainage;
a mosqui-

Frederiksted

refuse
of the
town
are
being
dumpe

that will breed
more flies, mosquitoes
and
germs
in a month than
the whole
north

lifetime.

is
a
good
dea!
of
talk of
the
splendid
financial condition
of this island
as
a result
of this year’s
ecrop,
the
like
of which
the world
bas
never
seen
be-
fore, and
probably
will
never
see ag:in,
but I do not
consider
we are
sufficientiy
wealthy
to
begir
paving
our
streets
with
gold; we
need
good roads,
but
we
want
them all over
the island
as
well as
threugh
the
centre
line.
In my
opinion
there
is as
much
need
for
husbanding
our finances
now
as
ever
there
was
We
are
now facing
a small
crop,
low
prices
and
high
costs
of
production.
I

Government

be
induced
to
spend
some
extra money
to
increase
the
pruduction
of the island
which s
on
the
decline.
espeecially
the
north
side of
the
island
which
is un the deecline
and
is
going
in bush
for want
of labor
to
keep
it clean.
I fail to
understand
why
we
do
not
hear
anything
from
Government
con-
cerning
the
use of our I mmigration
fuand
for the
purpose
it was designed,
and
the
necessily
of which
was
laid
before
our
local
Goverrment,
anda
copy
of
same
given the Copgressional
Commission,
an1
which appeared
in their
report
with the
advice
that
this
is
a
problem
necding
immediate
attention.
We need
labor and
we
need
it badly,
if the island
is to be
cultivated,
and
land
owners
have
a chance
to save
their
pro-
perty and
live.
I don’t think it would
be
any credit
to
the United
St
tes
Govern-
ment
to
turn
the
island
out
for
want
ol labor.
Immigrants
from
Europe
are
pouring
into
the
United
States
by
the
thousands.
We
want
to
live
and
we
want
this
island
to prosper,
we
want
& chanc:

live so as
to be able
te pay
our taxes.

why

to
drain
their
water
into the
sea?
Instead

hospital
is
thrown
in
the
gut-
ters
and
as
a
resuvlt
there
are
cesspools
breeding
