The successful bidder will be provided with a copy of the current Earth Change and Building Permits issued by Department of Planning and Natural Resources (DPNR}.+ Due.to the nature of the types of operations involved in this contract, the contractor’s. attention is required at all times to comply with the MUTCD and its application in the enforcement of a strict speed limit regime within the construction zone. The use of the appropriate signs, bartiers, flashers and enforcement is a requirement in this contract under item 63501. All milled. material is the property of DPW and must be stored at the DPW’s Anna’s Hope Compound. Salvageable materials such as guardrails, posts and other components must be neatly stored at the Anna’s Hope Compound. Utility Agreements have not been executed with utility companies as no utilities would be impacted by this project Item 15201-Construction Su rvey and Stakeout- Bidders must pay attention to the full ‘scope of this item as per FP-14 and as amended by the Special Specifications. Survey work must be undertaken by a professionally qualified land surveyor. In order to properly execute this project, it is necessary that the.surveyor establish a centerline profile of the existing roadway as the basis of construction to establish horizontal and. vertical control for construction according to.the typical cross section details. The. cross sections of the new asphalt surface are to be constructed as per the detail sheets and should effectively tie in tothe existing dra inage structures-and cross pipes. Contractors must also pay attention to the survey details and requirements for Modification of the roadway to facilitate drainage as illustrated in sheets number C-24 to C-29. Note the benchmarks to be utilized for construction control and cycles of asphalt milling that would be necessary to undertake the necessary work, Attention is also drawn to items 1 through 8 Under Specification Item 152 (C)} Material in FP-14. Item 413-Asphalt Pavement Milling- Contractors are reminded of the requirements of FP-14 paragraph 413.03 and in particular the requirements of 413.02 (4) The requirements to contro! grade elevations by referencing from the existing pavement by mearis ofa ski, matching shoe or independent grade control Item 40301 - Hot Asphalt Concrete Pavement- Warm mix. Asphalt should be used in all applications as part of the implementation of Every Day Count initiative (EDC). In addition, safety edge should be used on paving machines so as to bring out the desired effects. This is the second EDC initiative to be implemented in this project. Failure to comply with this directive will result in their bids being deemed non responsive. Mr. Daniel Schierloh pointed out that since VI Paving Inc., has been contracted to do the upgrade of the signal lights at the West airport Intersection, it follows that the last three. items would become redundant. Consequently, the following items would be removed from the originally issued bid schedule items: 63602-1000 Traffic Control and Lighting, 63602-6000 Video detection, 63613-0000 Signal Heads. Some differences in the amounts were also noted in the bid schedule presented in the contract plans and the schedule that is contained within the contract book. Therefore, the bid schedule contained within the contract book shall govern save for the last three items referenced above.
