It is the sixth in a series of annual reports based upon the programs sponsored by Public Law 91-230, as amended. Each report in the series presents statistics on adult basic and secondary level education enrollments, student characteristics, l'bompletions, separations, teachers, classroom facilities, and inservice training. This publication includes a summary table covering fiscal years 1969 through 1973 and 25 detail tables on fiscal year 1973 programs (from July 1, 1972, through June 30, 1973). Differing State laws on the collection of data prevented some States from reporting specific items; each table so affected shows the total enrollment, a nonclassified total, and a total of those enrollees whom the States could classify by specific category. This program offers to persons 16 years' of age and older the opportunity to overcome English - language difficulties and attain reading, writing, and computational skills through the 12th -grade level of competence. The opportunity to acquire a high school diploma is also available under this program. Adult basic education programs are developed and operatea by each of the 50 States, the District of Columbia, and 5 outlying areas,2 and are funded, in part, by grants from the Office of Education. This report is divided into two sections: (1) 5 years of summary statistics; (2) more detailed fiscal year 1973 statistics. The 5-year summary provides some historical perspective. To participate in the program, each State or other area except the Trust Territory of the Pacific Islands must provide at least 10 percent of pro- gram costs and retain total responsibility for planning, supervisory ser- vices, teacher training, curriculum development, evaluation, and all essential services for enrollees through the 12th grade. In fiscal year 1973, each State, the District of Columbia, and five outlying areas conducted adult basic and secondary level education programs. As a convention, together the United States and outlying areas are termed "aggregate United States." The Office of Education also awards grants to schools, colleges, universities, and public and private nonprofit organizations for special projects and teacher-training projects. The act also authorizes direct contracts with institutions and organizations to develop new teacher- training techniques. Most of the data in this report were compiled from the annual program report (see appendix) submitted by each State or other area. Data are presented for the aggregate United States, the administrative regions utilized by the Office of Education, and each State and other area. While attempts were made to compare fiscal year 1973 data with those of previous years, revisions in the report form limited the comparisons. Specifically, age, race, and sex are reported on a three-way matrix, 10n June 30, 1969, the minimum age limitation was reduced from 18 to 16 years by the Vocational Education Amendments of 1968, and was included in the collection instrument for the first time for fiscal year 1971. 2American Samoa, Guam, Puerto Rico, the Trust Territory of the Pacific Islands, and the Virgin Islands. 3. 10 with the youngest age group 16-24 in 1972 rather than 18-24 as before. This age-group change complies with amended legislation. Also changed were race or ethnic groupings and the definition of grade equivalents to the three instructional levels. Anyone analyzing trends should note these changes. Although teacher-training and special projects are part of the adult basic education program activities, data were obtained from the approved grant awards, not from the annual report form. rear. !r- Training Pro ects Fiscal year 1973 funds of $3,000,000 supported inservice and preservice training opportunities for 23,150 teachers, teacher trainers, counselors, paraprofessionals, and administrators. Fourteen national training grants were awarded. Ten grants were designed to increase the regional staff development capability. The primary objective of national teacher-training projects was to provide the participants with current techniques and curriculums in teaching adult basic education students. A project was also conducted to develop models of career-related adult education programs in correctional institutions and to improve the competencies of the correctional administrators and teachers and the supervisors of adult education curriculum specialists. Other program priorities for training adult education personnel included a project designed to increase ethnic and cultural awareness among teacher educat,Jrs and other adult education personnel, a project that developed educational leadership capabilities for native American tribes, and a project concerned with the design and development of systems for the diffusion and adoption of improved practices in the products of State and local adult education programs. Special Projects Fifty-five special experimental demonstration projects were awarded in fiscal year 1973 for a total of $6,734,000. The major purpose of demonstration projects is to assist State agencies to develop more effective adult education programs by demonstrating innovative practices, systems, and materials on a pilot basis. Effective models and products are validated and disseminated to State and local agencies for local utilization as appropriate. Public and private educational agencies, universities, and model cities agencies conducted special experimental demonstration projects in fiscal year 1973. Program priorities included exemplary projects for educationally disadvantaged adults, projects designed tc serve isolated ethnic groups, production of innovative curriculums and instructional materials, and model cities adult education programs. Special emphasis was given to projects IN 2 designed (1) to develop strategies for the dissemination and utilization of adult education products and practices; (2) to develop models of adult secondary programs which demonstrate a comprehensive approach to the broad spectrum of educational needs of the adult population served; (3) to study the adult secondary population to provide an analysis of the current status and trends of secondary adult education and evivalency programs operating in adult schools, learning centers, general educational development (GED) programs, as well as those sponsored by other agencies in the public and private sector; and (4) to develop employer-based adult secondary programs which combine essential education components with achievements gained through work and life experience. National Advisory Council on Adult Education The National Advisory Council on Adult Education vas established under provisions of Public Law 91-230, as amended, title III of the Adult Education Act, section 310. The Council consists of 15 members, including a chairman awl vice chairman, and operates through wor '.ng committees. The Council advises the Comrissioner of Education on general regulations and policy in the administration of the adult education title. The Council also advises OE on policies and procedures governing the approval of State plans, insures the coon'ination of adult education programs under the title, and examines other programs offering adult education activities and services. The legislative charge to the Council includes a review of the administration and effectiveness of adult education programs sponsored by the title, recommendations, and an annual report to the President. In 1972 the Council developed proposed legislative specifications for a new adult education act, which were incorporated in the Council's second annual report. 3 I 2 SECTION I FIVE YEARS OF ADULT BASIC EDUCATION, FISCAL YEARS 1969-73 This section reviews adult basic education program statistics based upon data compiled from annual program reports for fiscal years 1969 through 1973. More than 3 million participants over the 5-year period have been provided adult basic and secondary level education services at a cost of approximately $291 million in Federal, State, and local funds as shown in table 1. Almost 74 percent of this total was from Federal funds. Several States were unable to classify all adult basic education partici- pants in specific categories. Only those classified in specific categories were used in determining the percentages for each of the 5 years covered by this section. Although enrollment during this 5-year period increased from 484,626 in 1969 to 822,469 in 1973, the yearly changes have been substantially different; for example, 1973 shows an increase of only 2,000 over 1972, whereas 1972 shows an increase of 200,000 over fiscal year 1971. The numbers of women enrolled in the program have since 1969 made up at least 56 percent of the participants. In 1970 and again in 1973, they represented 57 percent of the participants -an -an all-time high. The 18-24 age group as a percent of the total shows an increase each year over the preceding year. The 35-44 and 45-54 age groups experienced gradual declines as a percent of the total enrollment for each year. Some of the increase in the 18-24 age group could be derived from 16- and 17-year-olds being recognized as adults since 1971 and have been included in the 18-24 age group. The 65-and-over age group has been the same percent of the total for each of these 5 years. 5 SECTION II ADULT BASIC EDUCATION, FISCAL YEAR 1973 Statistics in this section were obtained from the Adult Basic Education program report for fiscal year 1973. Each State files its program report annually with the U.S. Office of Education (OE) through the appropria'e OE regional office. A total of more than 822,000 participants was reported by all the States and 5 outlying areas during fiscal year 1973. This was an increase of only 2,000 over the previous year. Four States--California with the highest enrollment, 78,884; Florida with 74,175; South Carolina with 67,476; and Texas with 48,419--accounted for 33 percent of the participants. These same States had the four highest numbers of participants the previous year. Each of these States except Texas shows an increase in participants over the previous year. The largest enrollment 0292,034) was reported for the 16-24 age group, with the 225,204 reported for the 25-34 age group the second largest. Together, these two age groups made up 63 percent of the 1973 participants. Enrollments diminished progressively among the older groups, with the smallest enrollment (24,149) recorded for those 65 and older. Table 2 was ienerated from a three-way matrix on the report form. Consequently, national totals shown here consist of only those participants whose age, race and sex was reported. Females, for the second time in 5 years, represented 57 percent of the total participants. New York, with 85 percent of its participants females, had the highest rate, while Massachusetts, with 45 percent, had the lowest (table 3). The age ranges of the participants are shown by their sex and race or ethnic group Ctablea 4a thru 10b). The instructional levels appearing in tables 11 and 12 have been redefined on the revised (1972) report form to conform with census data, which defines the beginning level as equivalent to grades 1-4, the intermediate level equivalent to grades 5-8, and the advanced level equivalent to grades 9-12. This is a major change particularly at the advanced level; the former equivalents were respectively grades 1-3, 4-6, and 7-8. New enrollees at the beginning and intermediate level increased while those at the advanced level decreased over the previous year. Completions of the advanced level of instruction by those participants who attended that level increased by 20 percent over the previous year. Table 12, showing completions for each level of instruction, has column totals but no line totals. Although totals are shown, it was impossible to determine how many, if any, were duplicate counts. 7 14 More people separated from the program for unknown reasons (44,606) than for any one of the known reasons. Class time schedule, as the reason for separation, had the smallest number (7,061) among the known reasons listed in table 13. It should be noted that many States reported participants with multiple reasons for separation. There were 215,147 participants reported in fiscal year 1973 as having upgraded their educational level by receiving an eighth-grade diploma, entering high school, passing the General Education:Development test, graduating from high school, or enrolling in other education as a result of having been enrolled in an adult basic education program (table 14). Additional achievements of a more personal nature are shown in table 15. In the following tables, "NA" indicates data not available. There were 318,662 participants employed during fiscal year 1973, an increase of 22 percent over the previous year; 248,661 were unemployed, an increase of 56 percent; and the 97,523 receiving public assistance was an increase of 17 percent over the previous year (table 16). The same percent (54) of participants attended classes in school buildings during fiscal year 1973 as the previous year. Elementary and junior high school buildings again were the most-used facilities. Learning center facilities were utilized by about 18 percent of the participants (table 17). Although there were more participants in fiscal year 1973 than 1972, the number of classes held decreased in number. The 16,706 daytime classes (table 18) is a slight increase over the previous year while 37,832 evening classes (table 19) is a decrease over the previous year. The number of participants attending urban programs (343,595) in fiscal year 1973, is an increase over the previous year; while the number attending rural programs (103,625) is a decrease (table 20). Administrative and supervisory personnel at the State level totaling 386 people is a 60-percent increase over the previous year (table 21). The administrative and supervisory personnel at the local level totaling 3,512 people is less than a 1 percent decrease (table 22). The number of local teachers and paraprofessionals reported for fiscal year 1973 is slightly less than the previous year (tables 23 and 25), while an increase is noted in the number of counselors (table 24).
