Re: Invitation to CYASP Hearing – Paul E. Joseph Stadium Project 
 
Dear Commissioner Oriol, 
 
Warm greetings. As Chair of the Committee on Culture, Youth, Aging, Sports, and Parks (CYASP), I 
respectfully invite your participation in an upcoming committee hearing scheduled for Friday, May 30, 
2025, at 9:30 AM at the Fritz E. Lawaetz Legislative Chamber on the island of St. Croix. 
 
You are requested to testify during Block II of the hearing, beginning at 1:00 PM, which will focus on the 
progress and planning of the Paul E. Joseph Stadium Project. 
 
Given DPNR’s critical oversight of environmental and land-use compliance, your contribution to this 
discussion is essential. The Committee is especially interested in understanding how DPNR’s regulatory 
role intersects with this major public infrastructure initiative. We respectfully request that your testimony 
include the following: 
 
• Environmental and zoning reviews or permits issued for the project. 
• Coastal Zone Management compliance updates and conditions set forth. 
• Any environmental impact concerns, mitigation efforts, or pending regulatory issues. 
• Interagency coordination and review processes related to site use and land development. 
 
This hearing seeks to ensure that development progresses responsibly and in a timely manner while 
protecting the ecological integrity of our islands and upholding statutory requirements. Kindly provide your 
written testimony by Friday, May 23, 2025. If you have questions or need additional guidance, please
