Re: Oversight Hearing on the Paul E. Joseph Stadium Construction Project 
The Committee on Culture, Youth, Aging, Sports, and Parks convened a scheduled oversight hearing on Friday, 
June 11, 2025, at 10:00 a.m. to receive testimony regarding the ongoing Paul E. Joseph Stadium construction 
project—an essential capital investment intended to revitalize sports and recreational infrastructure on St. Croix. 
Despite formal written invitations sent beginning in April 2025 and several times thereafter, none of the invited 
testifiers appeared before the Committee. This complete lack of participation obstructed the Committee’s ability 
to conduct a meaningful oversight examination into the causes of the project’s prolonged delays, fiscal 
management, and regulatory compliance. 
Given the significance of this project and the continued concerns raised by the public and fellow legislators, the 
Committee has exercised its authority to issue subpoenas compelling the attendance of the aforementioned 
parties. 
A rescheduled hearing will be held on Friday, July 18, 2025, at 10:00 a.m. at the Fritz E. Lawaetz Legislative 
Chamber on St. Croix.  
The Committee remains committed to upholding transparency, accountability, and efficiency in the use of public 
funds for infrastructure projects that serve our youth, athletes, and the greater Virgin Islands community.
