The Virgin Islands Water and Power Authority (“The Authority”) hereby submits its quarterly 
informational filing for the Water Levelized Energy Adjustment Clause (LEAC) rate, covering the 
period January through December 2024. The Authority is not requesting any rate action, as the current 
rate is already approved for CY2024 based on the Authority’s filing in October 2023 and no 
information has changed since the rate was approved and implemented.  
 
The filing continues to show a rate of $9.53/kgal through the remainder of 2024. The rates for 
purchased water from Seven Seas are listed below:

St. Thomas - $6.67/kgal – First Pass Water + $3.10/kgal surcharge – Ultra Pure Water 
• 
St. Croix - $5.00/kgal – First Pass Water + $3.03/kgal surcharge – Ultra Pure Water
