THOMAS, VIRGIN ISLANDS – June 4, 2025 – The 36th Legislature of the Virgin Islands announced today the successful passage of a comprehensive legislative package addressing critical issues affecting residents across St. Thomas, St. John, and St. Croix. Following productive deliberations, all bills on today’s agenda received legislative approval and will be forwarded to Governor Albert Bryan Jr. for final consideration. “Today marks a significant step forward in our ongoing commitment to responsive governance and meaningful progress for the people of the Virgin Islands,” said Senate President Potter. “The measures we passed today reflect months of careful consideration, community input, and bipartisan collaboration focused on the priorities that matter most to our constituents.” Key Legislative Achievements In Support of Legislative Authority and Fiscal Accountability Bill No. 36-0085, addresses a fundamental constitutional issue: the Legislature’s exclusive authority to set public officials salaries under the Revised Organic Act of 1954.  The bill upholds constitutional governance by ensuring salary decisions flow through the proper legislative channels.  It further protects tax payer dollars by requiring the return of ALL unauthorized payments to the general fund.  “The Legislature cannot allow its constitutional prerogatives to be eroded through procedural oversights or administrative end-runs,” said Senate President Potter.  The people of the Virgin Islands deserve transparency in how their tax dollars compensate public officials.  Strengthening Public Safety and Justice The Legislature approved Bill No. 36-0005, establishing mandatory minimum bail amounts in domestic violence cases, providing enhanced protection for victims of domestic abuse. Additionally, Bill No. 36-0036 was passed to increase penalties for traffic violations and establish a Virgin Islands Police Department Impound Lot, strengthening enforcement capabilities and road safety across the territory. Supporting Working Families In a significant victory for government employees, the Legislature approved Bill No. 36-0053, raising the minimum annual salary for full-time government workers from $27,040 to $32,000. This 29.44% increase acknowledges the rising cost of living and ensures that those who serve the public can better support their families. Addressing the Opioid Crisis Bill No. 36-0021 was approved, requiring healthcare practitioners to provide comprehensive information to patients when prescribing opioids, establishing important safeguards in the ongoing fight against opioid addiction and abuse. Ensuring Tax Equity and Government Accountability The Legislature passed Bill No. 36-0063, clarifying that all contractors doing business in the Virgin Islands must pay gross receipts taxes regardless of their physical location, ensuring fair contribution to territorial revenues. Additionally, Bill No. 36-0085 was approved to prevent unauthorized salary adjustments for public officials and establish clear enforcement mechanisms for compensation oversight. Strategic Development Initiatives The Legislature approved several important zoning measures that will support responsible economic development while preserving community character: Bills 36-0033 and 36-0034: Rezoning parcels in Estate Smith Bay from agricultural and residential zones to business-scattered designation, supporting commercial development in the East End Quarter of St. Thomas Bill 36-0082: Granting a perpetual access easement for Estate LaGrange in St. Croix, improving property access and development potential Bill 36-0094: Rezoning in Estate Bakkero from low-density to medium-density residential, supporting housing development needs Bill 36-0095: Establishing a Planned Area Development in Estate St. Joseph and Rosendahl, enabling coordinated community development Key Appointments Confirmed The Legislature unanimously confirmed several critical appointments: Honorable Jessica Gallivan - Renomination as Judge of the Superior Court of the Virgin Islands Carolyn P. Hermon-Percell, Esq. - University of the Virgin Islands Board of Trustees Mr. Winston M. A. Williams - Virgin Islands Board of Contractors, Trades and Crafts Mr. Kirk Callwood, Sr. - Banking Board Virgin Islands Board of Trustees “These appointments represent individuals of exceptional qualifications and commitment to public service,” noted Senate President Potter. “Their expertise will strengthen our judicial system and key governing boards that guide important aspects of our territory’s development.” Looking Forward Senate President Potter emphasized that today’s legislative action reflects the Legislature’s commitment to addressing both immediate needs and long-term challenges facing the Virgin Islands. “From supporting working families with wage increases to strengthening public safety measures, from ensuring tax fairness to enabling responsible development, this comprehensive package demonstrates our dedication to building a stronger, more prosperous Virgin Islands for all residents.” The approved legislation now awaits Governor Bryan’s consideration.
