WHEREAS, on January 9, 2023, the Thirty-Fifth Legislature of the Virgin Islands was

organized through the adoption of Resolution No. 1900; 
2 
WHEREAS, it is axiomatic that every legislative body has an inherent right regulate its 
3 
own procedure for the conduct of the business before it; 
4 
WHEREAS, pursuant to section 6 of the Revised Organic Act of the Virgin Islands, 48 
5 
U.S.C. § 1572(b), the Thirty-Fifth Legislature of the Virgin Islands has and may exercise all the 
6 
authority and attributes, inherent in legislative assemblies and has the power to adopt, alter, 
7 
amend, or repeal rules of procedure; and 
8 
WHEREAS, in order to promote and maintain the orderly and proper consideration of 
9 
the people’s business that comes before it, the Thirty-Fifth Legislature intends to adopt the rules 
10 
set forth in the document entitled Rules of the 35th Legislature of the Virgin Islands; Now 
11 
Therefore,

Be it resolved by the Legislature of the Virgin Islands THAT:

SECTION 1.  Pursuant section 6(g) of the Revised Organic Act of the Virgin Islands, 48 
2 
U.S. § 1572(g), the Thirty-Fifth Legislature of the Virgin Islands adopts the rules governing the 
3 
organization, procedure, and operation of the Thirty -Fifth Legislature of the Virgin Islands, as 
4 
set forth in the document titled “Rules of the 35th  Legislature of the Virgin Islands”, dated 
5 
January 20, 2023, which is attached as Appendix A to this Resolution and by this reference is 
6 
made a part of this Resolution.

BILL SUMMARY

This bill adopts the Rules of the 35th Legislature of the Virgin Islands.
