Response: _ The first 3 bulleted items should be completed approximately 90 days after the Selected contractor has received all of the requisite documentation from DHS. All of the other bulleted items take place over time, while the allocation plan framework is approved by the federal approvers and should be in process for about 8 months after the first 3 bulleted items are complete. e ls there an existing cost allocation plan and methodology being utilized and if yes, is it available for review. Response: No, though theoretically the new GVI system “ECIVIS” has cost allocation capability for the larger GVI. Title IV-E requires a separate one. e ls there an existing indirect cost plan being utilized and if yes, is it available for review. Response: _No, the GV! audits are not current. With permission from specific grantors some programs are using indirect cost rates from 2019. e The proposal indicates “develop and prepare detailed federal indirect cost allocation plans for USVI in accordance with OMB Circular A-87”. Can clarification be received on whether the plan is specific to the Department of Human Services or to all agencies in the Government of the Virgin Islands. Response: The cost allocation plan that is the subject of this RFP is specific to DHS. e There are various places in the scope of services where “USVI” is indicated and not Department of Health. Can clarification be received as to whether this should be interpreted as Department of Health only. Response: _ It should be interpreted as Department of HUMAN SERVICES only.
