I quite
agree
with
the
last
speaker,
but
I do not
know
a
man here
presert
who has had experience
in build-
ing
concrete
roads.
With
regard
to
taxes,
I agree
with him, but I am
atraid
it won’t stop
at
that,
there
is
a
good
deal behind
this
propositior.
When
the
road
is built
will the
Government
keep
it up
or will it necessitate
more
taxes
on
our part?
I feel
that
I
am
paying
as
much
tax
as I can
conveniently
pay
to-
day.
If we are
to
pay
more
raxes
for
the sake of building
an
expensive
road
of this surt,
I
will not
vote
for the bill.
I reserve
further
comment
until
1
hear
what
the
committee
has
to
say
upon
the
proposition.
The majority ~f
us
do
not know
anything
about
building
con-
crete roads;
if the Government
is going
to take
over
the building of
and upkeep
of the road,
that
woula
put
on
a
differ-
ent
phase
altogether,
otherwise
let
there
be
another
kind of road
made
and
save
a goud deal of
money.

ordinance

taxes,I estimate
will
bring in abnut $7,000.00
a
year and
that
will not only go towards
maintaining the
road,
but
also
to
pay
off
on
the
first
cost of
the
road.
I
regret
that
before
the ordinance
was introduced
there
was
not provided
a
special
section
*to
make
it clear that the idea
is
to have the road
when
repaired
pass
into
the
hands
of
the Public Works
Department
as
a
Mu-
nicipal
Highway,
something
like
the
State
Highways
in
the.
United
States
and other countries,

seems
to
me
that
we
are all agreed
that
we
want
good roads,
but
I fail
to see
any
one
in this
Couneil
who
is able
to give the
advice
we
need.
T'he
Public
Works Officer, probably
is the
only
one
who
has
the
requisite
know-
ledge.
One
or
two things
we
are
just
beginning
to
leak
from
the
meetings
held
prior
o the introduction
of this
or-
dioance;
if all
the
matters
discussed
were put in concrete
form,
members
of
this Council
would be able
tu give a
bet-
ter idea.
I
have
had
my
road
condemned,
but
this
is due
to bad
material;
as I
belicve
the
Chairman
of
the
Roasl
Commission
wiil agree
with
me that 1l
nave spent
a
considerable
amount of
money
on repairs _
to
my road
this year;
che
materials
used
were bad,
and | am subject
to a fine.
There
are
some
of us
who are
placed
in
more
difficult positions
than
others;
some
have
gnod
materials
and
near
at
hand;
those
of us who are
not piazed
in
such
aposition
have
it very
h#rd.
All
the
roads
are
i1
bad
order,
and
we
all
want
good roads,
but there
is no
ques-
tion that
the ceunter
line
road
is the
most
important.
[am prepared
10 say
that
we
cannot keep
up our roads
under
present
conditions.
The
trucks running
over the
roads
are
very heavy and
the
traiiers
are
doing
much
more
harm.
Every
one
in
the
Council
except
the proponent
of
the
bill
knows
very
.ittle’ about
building
roads.
We
do
not know
what it
would
cost
to rebuild
this road
with
concrete;
we
do not know what
the
upkeep
would
be:
we are
oniy
asked
to providea
somg
of money
for the building of a road.
We
should
have
a
more explicit idea
so
as
to
enable
us
to
give an
intelligent opinion
on the
matter.

My opposi-
tion
to
this
bill
in itg present
form
is
prompted
by wnatI consider
is
justice
and
fairplay to the majority of
tax-pay-
ers in this
Municipality.
In my opinion a concrete
road between
the
two towns
is unnacessary,
and
would
prove
too expensive for the
Municipality
to
bear
under
any
circums@nces,
ani
especial
under
present
labor
conditions
and
the high cost
of building
material;
and
rhe fact that
an expert road
buiider
would have
to be employed.

The normal
climatic conditions
of
this
island
are
very faverable
tor the
build- "’
ing and
maintenance
of first class
maca-
damized
roads,
fit to
carry
any
weight
required
of them,
six
to elght
months
of
dry
weath-r
as
a rule
prevails here
per
annum,
and it is almost
dry during
the
crop
season
when
most
of
the .traffic
occurs.

that
have
been

use
iln this
island
for the past
hun-
dred
years
or
more,
have
very
go
foundations
built on firm giound,
a ve&
few
soft
spots
amd
no
swamps,
all
of
