PUBLIC NOTICE PURSUANT TO THE SAFE HAVEN CHILD PROTECTION ACT 5 V.I.C. § 2561(15)(ii) The Virgin Islands Department of Human Services issues the following Public Notice pursuant to the Safe Haven Child Protection Act, 5 V.I.C. § 2561(15)(ii). This notice is published in accordance with statutory requirements regarding a lawfully relinquished newborn in St. Croix. NOTICE IS HEREBY GIVEN to any unknown biological father, identified herein as “John Doe,” that a newborn infant has been lawfully relinquished pursuant to the provisions of the Safe Haven Child Protection Act, 5 V.I.C. § 2561(15)(ii). The infant is a baby girl of African Caribbean descent, born on February 19, 2026, at approximately 12:18 a.m., in St. Croix, United States Virgin Islands. Any individual claiming to be the biological father of this child and who intends to exercise parental rights and responsibilities must notify the Virgin Islands Department of Human Services, Office of Intake and Emergency Services, in writing of his intent to assert parental rights within twenty (20) days of the publication of this Notice. Failure to provide such written notice to the Department within twenty (20) days shall constitute the non-relinquishing parent’s irrevocable consent to the termination of all parental rights and an irrevocable waiver of any right to notice of, or participation in, any subsequent termination of parental rights proceedings concerning the surrendered newborn.
