(a) DIRECT APPEALS.—Section 23 of the Revised Or-
4
ganic Act of the Virgin Islands (48 U.S.C. 1613) is 
5
amended by striking ‘‘: Provided, That’’ and all that fol-
6
lows through the end and inserting a period. 
7
(b) EFFECTIVE DATE.—The amendment made by 
8
subsection (a) applies to cases commenced on or after the 
9
date of the enactment of this Act.
