A BILL 
To amend the Federal Water Pollution Control Act to in-
crease the percentage of State revolving loan funds re-
served for American Samoa, the Northern Marianas Is-
lands, Guam, and the Virgin Islands. 
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. RESERVATION OF FUNDS.

Title V of the Federal Water Pollution Control Act 
4
is amended— 
5
(1) by redesignating section 519 as section 520; 
6
and 
7
(2) by inserting after section 518 the following:

RESERVATION

AMERICAN

SAMOA, THE NORTHERN MARIANAS ISLANDS,

GUAM, AND THE VIRGIN ISLANDS.

‘‘(a) IN GENERAL.—For fiscal year 2009 and each 
4
fiscal year thereafter, the Administrator shall reserve, be-
5
fore allotments to the States under section 604(a), 0.5 
6
percent of the funds made available to carry out title VI. 
7
‘‘(b) USE OF FUNDS.—Funds reserved under this 
8
section shall be available only for grants for projects and 
9
activities eligible for assistance under section 603(c) to 
10
serve American Samoa, the Northern Marianas Islands, 
11
Guam, and the Virgin Islands. 
12
‘‘(c) LIMITATION.—In a fiscal year in which a res-
13
ervation is made under this section, American Samoa, the 
14
Northern Marianas Islands, Guam, and the Virgin Islands 
15
shall not be eligible to receive funds allotted under section 
16
604(a).’’.
