brought

Collector

Customs

merchants

Thomas

alleged
violation
of

war prohibition

decided
in
favor
of
the
de-
fendants.
The
ourt
held
that
the
acts
did not
apply
in
the Virgin Islands
and
that
the
defendants
had
complied
with
all
local
laws, respecting
the
im-
portatioa
