S . V I R G I N I S L A N D S November 13, 2025 SENATOR CARLA JOSEPH Chair, Committee on Rules and Judiciary 36th Legislature, Capital Building Charlotte Amalie, St. Thomas, VI 00802 Dear Senator Joseph: I highly support Ms. Bernesha Liburd of the Bureau of Economic Research (BER) to serve as a member of the Cannabis Advisory Board. Ms. Liburd has been at BER for almost twenty (20) years and has served and performed in various roles throughout her employment. She is well-versed in the daily operations of the Bureau and has supervised the agency in the absence of the Director. Ms. Liburd possesses expert knowledge in empirical research, data analysis, and statistical analysis, as well as report writing. I am assured that if confirmed, she would effectively draw on her experience and expertise in economic data analytics, machine learning, and forecasting, among others, to, along with other members, provide timely advice to the Office of Cannabis Regulation, consistent with Board guidelines and regulations. As a Millennial (Gen Y), she brings unique values, experiences, and expectations shaped by the historical, social, and technological environments in which she grew up, making it important for boards and businesses to understand these differences to foster collaboration and productivity in meeting the expectations of industry. Ms. Liburd has the potential to be an effective leader of entrepreneurial and innovative thinking in the public service. She has the capacity and capability to reason independently, creatively understand and resolve issues, and advance new approaches in attaining goals and objectives. Her presence on the Board would augur well with other members and together create a balance in providing prudent guidance to the Office of Cannabis Regulation in executing its mandate. Again, I highly support Ms. Bernesha Liburd to serve as a member of the Cannabis Advisory Board and stand assured that she will be a valuable asset on the Board and in the public service of the United States Virgin Islands for years to come. Respectfully, Haldane Davies, PhD Director, Bureau of Economic Research
