Re: Invitation to Testify – Oversight Hearing on the Paul E. Joseph Stadium Project 
Dear Commissioner Gabriel, 
As Chair of the Committee on Culture, Youth, Aging, Sports, and Parks, I respectfully invite you to testify at 
an upcoming oversight hearing scheduled for Friday, February 20, 2026, at 1:00 PM, at the Frits E. Lawaetz 
Legislative Chamber on St. Croix. 
This hearing will assess the current financial, administrative, and construction status of the Paul E. Joseph 
Stadium project. The Committee seeks to understand progress made since July 2025, examine reasons for the 
missed December 2025 target, and identify any challenges impacting the final stages of delivery. 
Given the Department of Public Works leadership in construction and coordination efforts, your testimony is 
essential to: 
• 
Provide a detailed update on current construction progress and remaining work 
• 
Clarify contractor performance, scheduling adjustments, and related project milestones 
• 
Outline any agency coordination issues or permitting obstacles that may have delayed delivery
