AMENDMENT #1- RFP- 039-T-2020 (P) – Qualified and Licensed Contractors 
for Harbor Transportation Services – St. Thomas-St. John District  
 
 
Amendment 1- Questions/Answers:  
 
Question:  
 
Will this entity be structured as a public service through the department of transportation at 
no/limited cost to riders, or has a fee structure been established?  Basically, my question is how 
is the service paid for? 
Answer:   
 
The service will be a paid transit service by the riders, and revenues generated by 
the operator. The operator will be responsible for developing a fare structure in 
accordance with their business plan. This fare structure will be approved by GVI 
and incorporated with the operations agreement.  
 
Harbor Transportation Service will be an Operation Agreement between the 
Government of the Virgin Islands and the Operator to provide service within 
Charlotte Amalie Harbor and designated locations as listed in the RFP. 
 
 
 
ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED. 
 
BIDDERS MUST ACKNOWLEDGE RECEIPT OF THIS AMENDMENT WITH THEIR BID 
PROPOSAL.
