COMMITTEE OF THE WHOLE/FLOOR BILL NO. 36-0185 Thirty-Sixth Legislature of the Virgin Islands September 10, 2025 An act ratifying the Governor of the Virgin Islands’ approval of Major Coastal Zone Permit No. CZT-08-21(W) granted to Lime Out 2, LLC PROPOSED BY: Senator Milton E. Potter, by Request of the Governor WHEREAS, on June 26, 2025, the St. Thomas Committee of the Virgin Islands Coastal 1 Zone Commission approved Major Coastal Zone Permit No. CZT-08-21(W) (“the Permit”) for 2 Lime Out 2, LLC (“the Permittee”); 3 WHEREAS, on July 25, 2025, the Governor of the Virgin Islands approved the Permit; 4 WHEREAS, the Permit allows the Permittee to moor a floating take-out restaurant in 5 Lindbergh Bay, St. Thomas and to install 10 moorings for vessels visiting the restaurant; 6 WHEREAS, the Permit expires 20 years after the effective date with the option to renew 7 the Permit within 90 days before the Permit expires, and the fees are subject to negotiations; 8 and 9 WHEREAS, pursuant to title 12 Virgin Islands Code, chapter 21, section 911, subsection 10 (e), the Legislature of the Virgin Islands must ratify the Governor’s approval of a major coastal 11 zone permit; Now, Therefore, 12 2 Be it enacted by the Legislature of the Virgin Islands: 1 SECTION 1. Pursuant to title 12 Virgin Islands Code, chapter 21, section 911, 2 subsection (e), the Legislature of the Virgin Islands ratifies the Governor of the Virgin Islands 3 approval of Major Coastal Zone Permit No. CZT-08-21(W) granted to Lime Out 2, LLC. 4 BILL SUMMARY 5 The bill ratifies the Governor’s approval of Major Coastal Zone Permit No. CZT-08- 6 21(W) granted to Lime Out 2, LLC., which allows Lime Out 2, LLC to moor a floating take- 7 out restaurant in Lindbergh Bay, St. Thomas and to install 10 moorings for vessels visiting the 8 restaurant. 9 BR25-0825/September 4, 2025/CBM 10 G36-031 11
