islands
are not often
before Congress
but

embarrassment

been caused

islands
by
the
ill-advised
extension
of

suited
to local conditions
and ill-adapted
to
their
material
progress
and wel-
fare,
we therefore request
that the attention
of Congress
be
called
to Section
T of our Colonial Law
as set fourth in the following provisions:
