THE UNITED STATES VIRGIN ISLANDS OFFICE OF THE GOVERNOR GOVERNMENT HOUSE Charlotte Amalie, V.I. 00802 340-774-0001 U.S. VIRGIN ISLANDS DAY OF PRAYER, FASTING AND REFLECTION IN RESPONSE TO THE COVID-19 PANDEMIC REKKKKKKKKKKKKE BY THE GOVERNOR OF THE VIRGIN ISLANDS OF THE UNITED STATES REKKKKEKKRKRKKKK A PROCLAMATION WHEREAS, Coronavirus Disease 2019 (COVID-19) is a severe acute respiratory illness that can spread among humans through respiratory transmission and presents itself with symptoms similar to those of influenza; and WHEREAS, in late 2019, a new and significant outbreak of COVID-19 emerged in China and has spread to a significant number of countries around the world; and WHEREAS, the World Health Organization declared COVID-19 a Public Health Emergency of International Concern; and WHEREAS, On January 30, 2020, the Centers for Disease Control and Prevention (CDC) confirmed that the 2019 Novel Coronavirus (2019-nCoV) spread between two people in the United States of America (US), representing the first instance of person-to-person spread with this new virus ; and that further community transference and contamination has occurred thereafter around the United States; and WHEREAS, on March 11, 2020, the World Health Organization declared the Coronavirus outbreak a global pandemic as it has spread to more than 100 countries around the world; and WHEREAS, the President of the United States declared a National Disaster related to the COVID-19 pandemic in the U.S. on March 13, 2020; and WHEREAS, multiple individuals in the Territory of the Virgin Islands have been pre-emptively diagnosed, isolated and tested for COVID-19; and WHEREAS, I, as Governor of the US Virgin Islands, have declared a Territorial Health Emergency and Disaster as of March 13, 2020, and have directed residents and visitors of the Territory to take serious precautions against the spread of the virus; and Proclamation: U.S. Virgin Islands Day of Prayer, Fasting and Reflection in Response to the Covid-19 Pandemic Page| 2 WHEREAS, in times of greatest need and adversity, we, as Americans and Virgin Islanders, have always turned to prayer to help guide us through trials and periods of uncertainty; and WHEREAS, President George Washington stated in his Proclamation of October 17, 1789, “It is the duty of all Nations to acknowledge the providence of Almighty God to obey His will, to be grateful for His benefits, and humbly to implore His protection and favor”; and WHEREAS, Governors throughout history, have called for days of fasting and prayer over the condition of their state and nation; and WHEREAS, we specifically need to thank God for the healthcare providers and caretakers and persons providing supporting services in our fight of the Coronavirus pandemic. NOW, THEREFORE BE IT RESOLVED, |, Albert Bryan, Jr. Governor of the Virgin Islands of the United States, by virtue of the authority vested in me by the Revised Organic Act of 1954, as amended, do hereby proclaim March 30, 2020, as U.S. VIRGIN ISLANDS DAY OF PRAYER, FASTING AND REFLECTION IN RESPONSE TO THE COVID-19 PANDEMIC. ] do hereby invite all Virgin Islanders who choose to join in thoughtful prayer and reflection on the state of our nation and our territory to come together on March 30, 2020 on this Day of Prayer, Fasting, and Reflection. I further direct that there shall be no conduct of business throughout the Territory from 12 noon to 1:00 pm AST on March 30, 2020.
