Re: Invitation to Testify – Oversight Hearing on the Paul E. Joseph Stadium Project 
Dear Commissioner Alejandro, 
I write to invite you to testify before the Committee on Culture, Youth, Aging, Sports, and Parks during an 
oversight hearing scheduled for Wednesday, November 19, 2025, at 1:00 PM, at the Frits E. Lawaetz Legislative 
Chamber on St. Croix. 
The hearing will focus on assessing the financial and administrative progress of the Paul E. Joseph Stadium 
project. As the project moves toward its projected completion in December 2025, the Committee is conducting 
a follow-up review to evaluate interagency responsibilities and contractor performance. 
In your capacity as Commissioner of the Department of Property and Procurement, your testimony is requested 
to: 
• 
Address the status of contract execution, amendments, and vendor performance 
• 
Clarify procurement timelines, delays, or disputes affecting project delivery 
• 
Outline how your department is ensuring accountability in contractor obligations 
Please submit your written testimony and any supplemental reports or schedules no later than Monday, 
November 17, 2025, to allow for proper review and inclusion in the official hearing record.
