delivery

not otherwise
restricted,
will in the
fu-
ture
be
delivered
without
receipts
and
will be
left in
regular
mail
receptacles
[including
door
slot]
at
places
where
this convenience
is provided,
when
per-
sonal delivery can
not be effected.
As it
frequently
occurs
that the addressees
of
special-delivery
mail
are
not
found,
and
no
responsible
person
authorized
to
re-
ceive
the mail
answers
the
cell,
this
amendment
is
calculated
to
prove
of
great benefit
in
simplifying the
special-
delivery service,
and
extending
its
use-
fulness.
At the
same
time the-fact
should
be
emphasized
that the special-del very
sys-
tem
is designed
to expedite
and
not
to
safeguard
mail.
The
registry system
is
provided to insure
safety,
and mail
con-
taining currency
or other articles of~ val-
ue,
should invariably be rezistered.
