CIB Investigation Leads to Arrest of Rape Suspect 
Charlotte Amalie, St. Thomas- On Friday, July 1, 2022, Officers from the Richard Callwood 
Command were dispatched to the area of Annas Fancy, regarding an assault. Investigation revealed 
that a female victim was sexually assaulted on Mosquito Point Road, area of WAPA.  Based upon 
video surveillance and other information received by Detectives, a suspect was identified as Carl 
M. Fleming Jr.  
Mr. Carl M. Fleming Jr., 29-years-old surrendered himself on July 25, 2022, at 8:30a.m., at the 
Criminal Investigation Bureau. Fleming, Jr., was arrested and charged for Rape in the 1st Degree, 
Assault 1st Degree, Kidnapping and Robbery 3rd Degree. The bail was set at $100,000. Unable to 
post bail, Fleming Jr., was remanded to the Bureau of Corrections pending his Advice of Rights 
Hearing.  
This case is presently under investigation by the Criminal Investigation Bureau. Any persons
