AND FOR
OFYHER
PURPOSES.
Be
it enacted
by
the
Colonial
Council for
St.
Croixz
in
Session
assembled:
1.
The
Governor
of
the
Virgin Islands
is hereby
authorized
and empowered
to
appoint
a
Commission
to fix and
regulate
the selling prices
for
rti-
cles of food
sold in St.
€ roix,
and
o
carry
out
the
powers
and
duties
hereinafter
set
forth.
2.
The said
“ommission
shall be known
as
the
“Food
Commission
of
St
Croix’’.
The
members
of
whieh
shall
be residentsof St.
Croix.

Governor
shall
name the Chairman
of
the
Commission.
The
members
of
the
Food
Commission
shall
be
ap-
pointed
for
a period of one year
and
shall
continue
in
office
thereatier
unt:l
their
successors
are
appointed
and
qualified.

Food
Commission
shall
nave
powar
to
investigate
the
prices
at
which
ali articles
of food are
sold
or
purchased
by importers,
merchants,
dealers,
vproducers,
manufacturers,
or
consumers,
and
for that
purpose
the books
of all sueh
shall be open
to
inspection
by
the
Food
Commission,
and,
if necessary,
it
may
issue
sub-
poenas
for
the
attendance
of
wit-
nesses
or for the production of books
or other documents,
and it shall have
the
power
to
take
testimony
under
oath.

It shall
have
the
power
to determine
the
prices
and
quantities
at
which
all
or
any
article
of food
may
be
sold by wholesalers,
retailers,
produc-
ers
or
manufacturers,
provided
however,
a
reasonable
margin
of
profit
shall
be
allowed.
It
shall
also
have the
power
to
restrict
the
exportation of ali locally produced
or
manufacturec.

of food.
To
the
extent
of
the
amount
required
for
loc sl consumption;
provided
the
prices fixed tor local sale
of
a locally
produced
or
manufactured
article
of
food
shall
not
be
less
than
the

amount
which might
be
gained by exportation.

It shall
have
the
power
to
test
all
weights,
scales
and
measures
and
fix standards
thereof.
6.
It shall have
the
power
to
make
all
rules
and
regulations
necessary
to
efficiently carryv out the

7.
Any person
who shall refuse
to appear
before
the
Food
Commission,
when
summoned,
or who shall refuse
to tes

tify, or shall testify falsely,
or

or documents

quired or shall sell
any article of food
in

larger
quartity
or at
a higher
price
than
prescribed
by
the
Food
“‘ommission,
or
shall
use
a weight,
measure

scale
vrohibited by the
Food
Commission,
or
shall
violate
any
rule
or regulation
promulgated
by
the
Food
Commission,
shall
be
guiity of a misdemeanour
and on
con-
viction
thereof
shall
be punished
by
fine
of not
to exceed
