MAY II, 1992 RE: Administrative Order on Consent Index No. II - RCRA - Proceeding 7003 & 9003-92-0401 WORK COMPLETED DURING THE MONTH 1. Preparation and distribution of Technical Memorandum #1 on April 13, 1992 to the U.S. Environmental Protection Agency (USEPA). 2. Completed review of water treatment system proposal and awarded bid to Remedial Systems, Inc. of Foxboro, Massachusetts. The anticipated delivery of the water system to St. Thomas is the week of May 17, 1992. 3. Submittal of April 17, 1992 letter to Caroline Kwan, Project Manager, USEPA, regarding the relocation of MW- 11D due to physical access limitations. Site plan figure revisions for the relocation of MW-11D on the Church of the Reformation property. 4. Efforts continue to obtain the approval of the three site access that are pending (Four Winds, L'Henri and Gasset Auto Parts). DPNR is assisting us on the efforts with Gasset site access. 5. Contacted Mr. Leonard Reed of the Department of Planning and Natural Resources (DPNR) regarding the status of the temporary authorization of air discharge via water treatment system air stripper. April 3, 1992. 6. Contacted Mr. Mirko Restovic of the Department of Public Works (DPW) regarding the status of the temporary authorization of ground-water discharge to the sanitary sewer. April 3, 1992. 7. Review of USEPA Community Relations Plans for the Tutu Wells Site. 8. Preparation and arrangements for mobilization of field equipment. 9. Preparation for the Tutu Service Station Investigation meeting with the USEPA and Camp, Dresser, and McGee Federal Programs Corporation (CDM) on May 5, 1992. 10. Well construction material received in St. Thomas the week of April 20. TUT 007 HB4 WORK TO BE COMPLETED DURING NEXT MONTH The work to be completed by May 31, 1992 is summarized below: 1. Meeting with EPA to be conducted on May 5, 1992. 2. Preparation of the minutes of the Tutu project meeting on May 5, 1992 with the USEPA, CDM, and Geraghty & Miller, Inc. regarding Technical Memorandum #1. 3. Preparation of addendum and site figure revisions for the Technical Memorandum #1 to include the relocation of MW-1 and MW-1D and the addition of MW-14 at the Curriculum Center property. 4. Preparation of letter to Caroline Kwan regarding fact sheet summary of the remedial investigation and feasibility study (RI/FS) for the Tutu Wells Site. 5. Submittal of detailed anticipated schedule for RI field work to Caroline Kwan. 6. Preparation of letter to Francis Torres, outside legal counsel, Esso Standard Oil Company, regarding anticipated activities at the Four Winds Plaza during the implementation of the Tutu Service Station Investigation. This work is in support of attempts to negotiate a legal access agreement with Four Winds Plaza. 7. Preparation of letter to Caroline Kwan requesting analytical results, boring logs, and well construction details for the wells on the O'Henri property. 8. Submit administrative consent order to all subcontractors. 9. Final preparation and arrangements for the mobilization of field equipment. 10. The Tutu Service Station Drilling Program will begin Monday, June 1, 1992. Steam-cleaning and set-up will be done on June 1. Drilling will begin Tuesday June 2, 1992. TUT OO7 1185
