that
the
Pink-Bollworm
—a
pest
for
cotton—has
made
its
appearance
In
St.
Kitts and
Montserrat,
and
that
the
801 l Weevil
has made
its
appearance
in
the island of Porto Rico,
and in order
to
be_tter
protect
the
cane
and cotton
indus-
tries,
it is
directed
that
no
person
or
corporation
shall
be
allowed
to import
into
the
island
of
St.
Croix
by
mail,
freight,
or
by
any
other
means,
any
cotton,
seed,
seed
cotton,
cotton
lint,
cotton
plants,
sugar
cane
cuttings,
sugar
cane plants,
or pieces
of sugar
cane,
un-
less
through
the
medium
of, and
with
the consent
of, the Agronomist
in cha(ge
of
the
Agriculural
Experiment
Station
in
St.
Croix.
Also,
the baggage
of all
passengers
to
the
island
of
St.
Croix
shail
be
searched
by
the
Customs
Offi-
cials
for these
articles
and
if any
shall
be found rhey shall be forthwith destroy-
ed by fire.
It is further directed
that the
Agiono-
mist
in charge
of
the
Agricultural
Ex-
periment
Station
or
any
cfficial of the
Agricultural Experiment
Station appoint-
ed
by
him,
shall have
free access
to ali
sugar
cane
or cotton
fields
in the
island
of
St. Croix, for the purpose
of examin-
ing such fields for pests.

All Roadholders
are therefore request-
ed to have their respective
allotments
in
_good efficient order by that date.
|
The
repairs
are
now
being
carried
on
|
in
a very
inefficient manner and
not
ac-
cording
to
the
road
regulations,
the
trenches
aré
not
dug
out
or
cleaned
properly,
the 10adway
is too
flat and
bhas
not sufficient crown to shoot off the water,
anil
the road
sides
in many
places
are
|
higher than
the centre
of the roadway.
|
The road musi have a good high crown
|
so
as
to
shoo*
off the water
quickly and
|
keep
the roadway
clean.
The
trenches
|
must
be dug out and cleaned
out proper
’
ly and the water
from same
must
not be
|
blocked
off from
its natural
course
but
|
must
have
a good
outlet
so that it
may
|
not soften
or effect the road
bed.
|
No
stones
larger than
one
and
a
halt
|
ineh must
be
uzed
in the repairs
and
the
|
boundary
posts
on each
allotment
must
|
be
plainly marked
at
each
end
so
as
to
|
distinguis = it at Inspection,
no
material
of
a
soft
naturc
must
be
used
in
the
erpairs.
It is therefore
incumbent
o1 each
road-
holder
to carry
his
obligations
as
pre-
seribed
by the
Road
Ordinance._if noi,
the defects
fornd by
the Inspection
will
be handed
to the Giovernment
for further
steps
to
be
taken.
The
roads
must
b>
kept
up
to
the
requirement
of
mndern
traffic,
and
it
ought
to be
the duty of every
loyal
citi:
zen
to do his part in-this respect.
Good
and efficient
roads
are the
first
step
forward
in
good
Government
and
Tivilizatior, on modern
lines.
