January

the
10th February
1923,

which
the list
of
arrears
will be transmitted
to
the
same
authority for further
measures.
Each
debtor
of tax
will
be subject
to
a fine of Fres.
1.00
if the
tax
be under
Fres.
25.00
and
Fres.
2.00 if the tax be
Fres.
25.00 or above,
besides
the
ordi-
nary levy expenses.

The tax-lists will be distributed
by the
Police
and
are
to
be
filled
out in con-
formity with the
ordinance
of February
22,
1853
and
returred
to
the respective
Police
Offices
within
48
hours
in
the
towns and
4 days i the country.

met not wearing

will
be
caught
and
brought
tq the
Police
Office (Kingshill
Police Station) and
detained
for 3 times
24 hours,
when
it will
be killed, unless
the owner
appears
to claim the dog,
pays
a fine of
Francs
15.00
and
eventually
procure the required
sign.

In regard
to mongoose

care

the
killing of moongoose.

like
to
ask
where
the
money
is going
tu

from to pay for the killing of mongoose?

Does
not
this
mean
a
small
additional
money
bill?
The question
of the
exter-
mination
of mongoose
is a
big one
and
should
perhaps
be dealt
with in
a separ-
ate
ordinance.
I
have
recently
been
reading
a pamphlet
by one of the Direc-
tors of the Zowiogical sarden
in
London
regarding
the extermination
of rats.
He
has
come
t) the conclusion
that
the only
effective
way
to ‘excerminate
rats
is
to
~catch
them alive in large traps,kill all the
~
female
and let the males
go
iocose,
for if
there
is a greater number
of male
th-v
would dv su mueh fighting and
annoy

remaining
females
so
mueh
that
they
would exterminate
themselves.

this interestine and thought I would

tion it to the Council.

I
think
it is against publie policy
to have
in this ordinance
punishment
for
buying
these
animals.
It is all right
to
punish
the law breakers.
As vigilant as
Congress is it has
not
yet
succeeded
in
making
a
law
to
prevent
people
from
buying
whisky.
The word “‘purchases’’
in
Section
2, line 5,
Section
4, line 3 and
Section
6,
line
3
should
be
stricken.
These
laws
seems
very
simple
until
someone
is
accused
of breaking
it.
In
Section
4 it says:
“*Any person
who
be

and

thirtieth knowingly

wilfullykills, wounds
or takes
deer

fawns,
ete.”’
I think
there
should

words

my
knowledge
goes
a misdemeanor

punishable
by
a
fine

one year
in jail or
botn.
As the speaker
on the
Committee
Report
asks
that
the
bill
be put
through
this
afternoon
I propuse
that
2nd
discussion
be
postponed
until after
recess
so as
to
have
this matter adjusted.
The Chair heard
