Commissioner Jean-Pierre L. Oriol of the Department of Planning and Natural Resources informs the 
public that the following St. Thomas Coastal Zone Management (CZM) Committee Meeting is 
scheduled for Tuesday, February 17, 2026, at 4:00pm. This meeting will be held via the video 
conferencing platform Microsoft Teams. 
 
The agenda is as follows:  
 
Public Hearing (testimony will be heard)  
Public Hearing for Coastal Zone Management No. CZMIL0197-25- Red Shepherd, LLC. The project is 
proposing to clean, beautify and enhance the damaged structure and surrounding paved and gravel 
lots for usage as general storage, boat and trailer storage. The project is located on Plot No. 14, 14A, 
15, Estate Nisky Subbase Crown Bay, St. Thomas, VI 00802. 
 
 
Decision Meeting (testimony will not be heard)  
Decision Meeting for Coastal Zone Management No. CZMO-MJ0017-25- Cowpet Bay West 
Condominiums- Modification. The project is proposing a modification to their major permit 
CZMJL0006-23 to include the installation of a seawater intake line from the yacht club dock up to the 
Cowpet Bay West Reverse Osmosis Pant. The intake line will be installed from the dock and run 
northwest along Cowpet Bay West property line. The project is located on Plot No. 8-1-2 Estate 
Nazareth, St. Thomas VI 00802.
