to inform the people of the
Virgin Islands
that
the Government
had nothing whatever
to do with this
bill;
was
given
no
opportunity
.to
comment
upon it prior (o its presen-
tation to the
United
States
Scnate
and,
in fact,
knew nothing
concein-
ing it until the printed
copy
wis
re-
ccived this morning.
[Further,
inso-

tor McLEAN to introducce this bill act-
ed without
the consent
and
approv-
al
of the
people
inasmuch
as
the
people
as
represented
by
the two
Colonial Councils

islands.
The
danger
of
legislation
con-
cerning
the
Virgin
Islands
Leing
introduced
in the
Federal
Congress
without
official backing
is only too
apparent.
Would
not
this bill, if
enacted,
endanger
the Federal
ap-
propriativn
now
made
for
the
ie-
lands?
Porto Rico, from whose
Cr-
ganie Act this bill is largely copicd,
receives
no
direct
Federal
appro-
priation.
